1. DEPARTMENT OF EDUCATION NOW ACCEPTING APPLICATIONS FOR THE IMPROVING LITERACY THROUGH SCHOOL LIBRARIES PROGRAM

The Department of Education recently announced that the application package for the 2006 Improving Literacy Through School Libraries program competition is now available. Application information is available at: http://www.ed.gov/programs/lsl/applicant.html.

Eligible applicants include local education authorities (LEAs) in which at least 20 percent of the students served are from families with incomes below the poverty line based on the most recent data from the U.S. Census Bureau. Information on the poverty level in each district can be found at: http://www.ed.gov/programs/lsl/eligibility.html.

Approximately $19 million will be available for funding, and an estimated 100 grants will be awarded under this competition. The deadline for applications is April 11, 2006.

It is important to note that applicants must submit applications electronically at: http://www.grants.gov.

2. 2004 YEARBOOK OF IMMIGRATION STATISTICS NOW AVAILABLE

The Office of Immigration Statistics (OIS) announces the release of the 2004 Yearbook of Immigration Statistics in PDF format. The Yearbook is a compendium of tables that provides data on foreign nationals who, during fiscal year 2004, were granted lawful permanent residence, were admitted into the United States on a temporary basis, applied for asylum or refugee status, or were naturalized. The Yearbook also presents data on immigration law enforcement actions. The PDF is available on the OIS web site at: http://uscis.gov/graphics/shared/statistics/yearbook/Yearbook2004.pdf.

3. ALA-INTERNATIONAL INTERIOR DESIGN ASSOCIATION AWARDS

The ALA-International Interior Design Association is accepting entries for awards for library interior design excellence, to be given at the 2006 ALA Annual Conference. The new awards will be given for extraordinary library interior design, and it's not too late to enter your project in the award competition. The deadline for entries has been extended to March 15, 2006 to guarantee that this first award will be a great success.

4. NATIONAL ASSOCIATION OF THE DEAF (NAD) LAUNCHES NATIONWIDE "READ CAPTIONS ACROSS AMERICA"

The National Association of the Deaf (NAD) (http://www.nad.org) is launching its first-ever "Read Captions Across America" nationwide as a part of "Read Across America" on March 2. "Read Across America" is the nation's largest reading celebration, sponsored by the 2.7 million-member National Education Association (NEA), and focuses the country's attention on motivating children to read in addition to helping them master basic skills. "Read Captions Across America" is the first national reading event that puts emphasis on the importance of captioned media (DVD, video, CD-ROM, and Internet streaming) as a reading tool for children with or without a hearing loss.

Captions are text forms of the spoken word, and also often convey sound effects. Captions and subtitles can be carried on DVD, videotape, broadcast TV, and cable TV. Also, an increasing amount of content on the Internet has sound, with some of it being captioned. While captions were originally developed for deaf and hard of hearing persons, they are increasingly used by others to develop reading skills. The Captioned Media Program (CMP) (http://www.captionedmedia.org) is a partnering agency for this initiative.

The National Association of the Deaf (NAD) is the nation's oldest and largest nonprofit organization safeguarding the accessibility and civil rights of 28 million deaf and hard of hearing Americans. Primary areas of focus include grassroots advocacy and empowerment, policy development and research, legal assistance, captioned media, information and publications, and youth leadership.

The Captioned Media Program (CMP) is a nonprofit organization that provides the nation's largest free-loan captioned media library and also acts as a captioning information center, maintaining a database for use by those who are searching for captioned media, captioning agencies, or wanting to learn to caption themselves. The CMP is administered by the NAD, funded by the U.S. Department of Education, and is a "Read Across America" partner.

The National Education Association (NEA) (http://www.nea.org) is the nation's largest professional employee organization and is committed to advancing the cause of public education. The NEA has sponsored the "Read Across America" program for eight years.
