1. FEDERAL LSTA BUDGET FOR 2007

Committees of the House and Senate have been working on the federal budget for FY 2007, including the funding programs for libraries. The FY 2007 appropriations process began early in 2006 with the introduction of the President's budget request. Since that time the Senate and House subcommittees that deal with libraries, and then the full appropriations committees, have acted on the funding levels for libraries for 2007.

Here are the recommended funding levels for FY 2007 for the Library Services and Technology Act - LSTA - program, along with the final budget amounts for the current year, 2006. By far the largest program within LSTA is the state grants program, the funds that come to Wisconsin and other states on a formula basis to improve and enhance library services. However, the LSTA program also includes the following programs that are administered directly at the federal level by the Institute of Museum and Library Services: National Leadership Grants, Native American Library Services, and Recruitment of Librarians for the 21st Century.

Similar to the President's budget request, many education programs for FY 2007 are level funded, some are cut and several programs are eliminated entirely. It is recommended that the Improving Literacy Through School Libraries program be funded at $19.486 million, the same level as in FY 2006.

Congress is set to adjourn for the August recess on July 28. When Congress returns to Washington, DC on September 5, there will be only 3 weeks left before members adjourn to return to their districts to campaign for the midterm elections. According to the American Library Association, neither the House nor the Senate is expected to vote on the library appropriations bill before the November elections. If they are unable to pass the appropriations bill before the November elections, it is likely that it will be wrapped up into an omnibus-spending bill with other unfinished appropriations. It is expected Congress will return for a lame-duck session in November or December to finish work on appropriation bills.

2. RESOURCES FOR BOOK CLUB GROUPS

Book club groups are growing in Wisconsin libraries! Group leaders often need to identify potential titles for the group to read, as well as determine how to obtain enough books for participants. To meet the needs of their patrons, many libraries must rely on interlibrary loan to obtain enough books. However, creating and managing multiple requests for one title is both cumbersome and time-consuming.

Staff at the Reference and Loan Library developed a tool that may help libraries working with book clubs. "Multiple Copies of Titles Available to Fill Book Club Requests " (http://www.wiscat.lib.wi.us/excel/bookclubtitles.xls) is a list of over 380 book club "kits" available at libraries throughout Wisconsin. The list is in Excel format and may be printed and distributed to book club leaders to see if titles found there are ones of interest. If so, a simple phone call to the owning library is often all that is needed to borrow a kit.

Some book club members purchase their own books and then donate them to their library when they are finished reading them. If you have book club "kits" in your library that you are willing to lend to other libraries, please contact Vickie Long or Terry Wilcox. A list of available titles, with the name of the author and the number of copies for each title is all that is needed. We will add your kits to the list of those available. Likewise if you have dispersed any of the kits currently on the list, please let us know so that the list remains current.

3. ALA, SCHOLASTIC LIBRARY PUBLISHING ANNOUNCE 2007 NATIONAL LIBRARY WEEK GRANT

ALA recently announced that libraries across the United States are invited to apply for the $5,000 Scholastic Library Publishing National Library Week Grant, which will be awarded to a single library for the best public awareness campaign incorporating the 2007 National Library Week theme, "Come together @ your library."

The grant, in support of libraries, is sponsored by Scholastic Library Publishing, a division of Scholastic, the global children's publishing, education and media company, and is administered by the Public Awareness Committee of the American Library Association (ALA). This year's application deadline is October 16, 2006. National Library Week is April 15-21, 2007.

All proposals must use the "Come together @ your library" theme, which incorporates The Campaign for America's Libraries' "@ your library" brand, on any and all promotional and publicity material supporting National Library Week activities. Guidelines for using the brand are available on the campaign Web site at http://www.ala.org/@yourlibrary under the "download logos" section.

Topics include: vaccinations, spaying and neutering, fleas and ticks, nutrition, cancer, aging pets, veterinarians, pets and disasters, travel with pets, and exercise.
