1. WISCAT 2007 FEE ANNOUNCED
The annual WISCAT license fee has been set for 2007. The new fee will be $200 per library login code. The Division had not yet been able to announce a 2007 WISCAT fee, as we have just completed the bid process, selected a new vendor configuration, and are now in the contract negotiation process with Auto-Graphics, Inc. The new and improved WISCAT will be ready to "Go Live" by January 2007. We apologize for any inconvenience this delay may have caused, as we understand that the timing of the new pricing announcement may not coincide with your budget processes.
The new WISCAT license is a flat fee that applies, just as it did this year, to each individual public library system, county library or county library branch, public library, school district, public or private school library media center (elementary, middle, or high school), academic library, Wisconsin Technical College System campus library, special library, or other type of library.
It is important to note that a public search-only version of WISCAT on the Web will remain available with no fee.
There is no fee for adding holdings to the WISCAT database using a batch loading process; there is no fee for making a library's local catalog accessible through the new WISCAT Z39.50 Virtual Catalog Gateway; and there is no fee for participating in resource sharing as a "Responder Only" for filling interlibrary loan requests.
A new 2007 WISCAT order form is available on the WISCAT website at: http://www.wiscat.lib.wi.us/pdf/WISCATOrderForm.pdf. In addition, a copy of the new order form will be sent to all existing WISCAT license holders for renewal.

2. NEW RESOURCES AT REFERENCE AND LOAN LIBRARY
The Reference and Loan Library has a couple of new books to help libraries deal with two perpetual problems: finding grant money and intellectual freedom issues.
"Grants for Libraries" by Stephanie K. Gerding and Pamela H. MacKellar is written BY practitioners FOR practitioners. The authors have developed a process that works for all types of libraries-public, academic and school. It describes the grant process including planning, researching sources, selecting the right grant, writing the proposal, implementation of the project, and reviewing and continuing the cycle. The book includes templates, checklists, and much more and is accompanied by a CD ROM.
"Defending Access with Confidence: A Practical Workshop on Intellectual Freedom" by Catherine Lord has been published by the Public Library Association. It consists of four workshop modules: History and Philosophy, Library Policies and Procedures, Skills for Recognizing and Responding to Challenges, and Strategies and Practice. It includes a guide for administrators and trainers, handouts, and scenarios so that workshop participants can apply principles and cultivate skills necessary to defend library policies. It also comes with a CD ROM, which includes sample policies that can be adapted for local use.
School library media specialists and librarians at special libraries may request these titles by sending an e-mail to rllill@dpi.state.wi.us. Public and academic libraries may request these titles through their local interlibrary loan network.
3. WLA ANNOUNCES ESTABLISHMENT OF FRANCES DE USABEL OUTREACH AWARD
Frances de Usabel, the former Special Needs Consultant for DLTCL, has been honored with an award in her name by the Outreach Services Round Table of the Wisconsin Library Association.
The Outreach Services Round Table of the Wisconsin Library Association is proud to announce a new award, the Frances de Usabel Outreach Services Award. This award is to be presented to a "library or librarian who has provided exemplary library outreach services to underserved populations." The award may be for a specific project or projects or for outstanding lifetime achievement in outreach services. The award is named in honor of the former Special Needs Consultant at the Wisconsin Division for Libraries, Technology, and Community Learning. Frances worked diligently and successfully to advance outreach services in Wisconsin public libraries for many years. The award is not limited to public libraries or public librarians but includes public, academic, school, or special libraries and librarians.
Nominees should be members of the Wisconsin Library Association but need not be members of the Outreach Services Round Table. The amount of the award will be $250.00. The winner will also receive a one-year membership in the Outreach Services Round Table. To submit yourself, your library or another nominee for the award, please email your application as a Word attachment to Chris Wagner at cwagner@scls.lib.wi.us by September 15, 2006.
Applications should include name of nominee, name of person submitting the nominee, address, phone, and email of both, and a narrative no longer than two-pages double-spaced detailing why this person or organization merits this award. Please be specific and provide dates and details of services. The award will be presented at the WLA Annual Conference at the OSRT-sponsored luncheon, "On Being a Librarian with Sanford Berman," Thursday, November 2nd.
