1. STATE SUPERINTENDENT'S BIENNIAL REPORT TO COLAND
The State Superintendent of Public Instruction is required to report on interlibrary cooperation and resource sharing each biennium. Section 43.03(3)(d), Wis. Stats., requires the state superintendent to submit to the Council on Library and Network Development (COLAND) a biennial report which describes the programs and policies to promote cooperation and resource sharing among all types of libraries and to plan, coordinate, evaluate and set statewide priorities for the development of networks to enable interlibrary cooperation and resource sharing carried out in the preceding biennium and the programs and policies to be carried out in the succeeding biennium.
The Council on Library and Network Development will hold a hearing on the report at its November 10 meeting to be held at the South Central Library System office, 5250 E Terrace Drive, Madison. The meeting will be held from 10:00 a.m. to 3:00 p.m., with the hearing beginning at 10:30. The Division would appreciate your comments and concerns. The Council will consider both oral and written testimony. Please send any written testimony to Roslyn Wise at the Department of Public Instruction, 125 S. Webster Street, Madison, WI 53702-7841.

This report focuses primarily on the activities of the Division for Libraries, Technology, and Community Learning (Division) in the previous and the current biennia relative to the State Superintendent's responsibilities to promote cooperation and resource
sharing among all types of libraries in Wisconsin. It also describes
activities of other organizations that are involved with cooperation and resource sharing as appropriate.

2. DLTCL PROGRAMS AT WLA CONFERENCE
Below is a summary of programs at next week's WLA conference that are sponsored or co-sponsored by the Division for Libraries, Technology, and Community Learning (DLTCL) or at which Division staff are speaking.
Wednesday, November 1
9:00-10:15--State and Federal Legislative Update Session (DLTCL, LD&L, WLTA, FOWL): Rick Grobschmidt and Jessica MacPhail (chair, LD&L and WLA federal relations coordinator) will provide an update on the current status of library legislation at the state and federal level and review progress and assess efforts needed on behalf of the library legislative agenda.
9:00-10:15--Promoting Public Libraries (WAPL, WLTA, FOWL): Maggie Waggoner (Kaukauna), Cherie Sanderson (Boulder Junction) and John DeBacher attended a PLA preconference sponsored by the Gates Foundation and will report on the strategies and tools to help rural library staff more effectively communicate and advocate for their libraries.
11:00-12:15--Update on DLTCL Technology Plans and Programs (DLTCL): Bob Bocher and Sally Drew will provide an update on a variety of technology-related services and programs sponsored or coordinated by DLTCL, including BadgerNet, E-rate, Gates programs, and WISCAT.
Thursday, November 2
9:00-10:15--Book 'em Danno! Keeping Your Library Board Within the Law and Out of Trouble (WISLR, WLTA): Mike Cross and John DeBacher will review the statutory framework within which library boards must operate and recent legislative changes and Attorney General opinions related to library board powers, authority, and municipal relations.
9:00-10:15--24/7 Virtual Reference Users Group Meeting: Mary Struckmeyer will join Mark Beatty of WiLS and other Ask?Away virtual reference consortium members to discuss current and future activities of the consortium.
12:30-2:00--WLTA Luncheon and Business Meeting: Library Advocacy Works (WLTA, FOWL): Rick Grobschmidt will talk about critical legislative issues affecting libraries and how trustees can be valuable advocates.
2:00-3:15--New and Expanded Youth with Special Needs Resource Guide (OSRT, DLTCL): Barb Huntington will highlight portions of the new and expanded Youth with Special Needs Resource Guide and discuss ways it can be used.
2:00-3:15--Statewide Resource Sharing and Information Access (DLTCL, RSRT): Sally Drew will describe the results of planning efforts and the procurement process that took place in 2005-06 to select a statewide resource sharing system and new features that will be available with the automated resource sharing system.
Friday, November 3
9:00-10:30--Poster Session - School Libraries and Student Achievement: Making the Connection (IMTT): Kate Bugher and Donna Steffan will focus on the results of a year-long research study of Wisconsin school libraries and their impact on student learning.
3. RURAL WISCONSIN SCHOOLS, LIBRARIES, COMMUNITIES AWARDS
State Superintendent Elizabeth Burmaster presented "Standing Up for Rural Wisconsin Schools, Libraries, and Communities Awards" during a ceremony Friday at the state Capitol in Madison. The awards recognize partnerships that provide a strong, solid foundation for educating children and enriching rural communities throughout the state. "These awards recognize the hard work, innovative programs, and collaborative efforts of our schools, libraries, and communities in rural Wisconsin," Burmaster said. "The good work being done in our small rural communities is shaping the lives of our children as well as the future of this great state." This was the second year that Burmaster presented "Standing Up for Rural Wisconsin Schools, Libraries, and Communities Awards."
One project receiving recognition was Summer Activities in the Park, a cooperative effort by the Jane Morgan Memorial Library and the Cambria Kiwanis Club, for offering a series of noon-time activities for children at Cambria's Tarrant Lake Park. Activities over the past four years have ranged from outside games, theatrical performances, and crafts, to various educational exhibits and presentations. During 2006, the program reached more than 260 students and 80 adults, providing an opportunity to socialize, to keep the park vital and alive, and instill a sense of community. Accepting the award were Judy Barden, Bob Bergum, Cheryl Bergum, Lois Frank, Jayne Grahn, Katie Helmer, Sarah Lloyd, Leonore Neumann, Jeanne Radke, and Joanne Sanderson.
Another project, Nicolet Distance Education Network (NDEN), a collaborative partnership linking 11 rural PK-12 school districts and the Nicolet Area Technical College, received recognition for providing expanded access to high-quality educational programs and other learning opportunities for students and residents in the region. The network provides a combination of high school courses, adult education, and specialized K-8 programming in partnership with various external organizations. It also provides alternative education, professional development, and other programming opportunities for service area residents. Accepting the award were Storm Carroll, Beth Dailey, Don Holmen, Virginia Metzdorf, Tom Moris, Michele Nichols, Linda Parker, Al Prosser, and Billie Earl Sparks.

4. WEBSITE OF THE WEEK
Internet Archive -- http://www.archive.org/ -- The Internet Archive is building a digital library of Internet sites and other cultural artifacts in digital form. Like a paper library, the Archive provides free access to researchers, historians, scholars, and the general public.
