1. REMINDER: LSTA MEETING AND PUBLIC HEARING SCHEDULED

Wisconsin's LSTA (Library Services and Technology Act) Advisory Committee will meet in Madison on Wednesday and Thursday, November 29 and 30, at the Crowne Plaza, 4402 E. Washington Avenue, Madison, to discuss grant proposals and make award recommendations for LSTA projects to take place in 2007. The committee also will review the current five-year LSTA program - 2003-2007 - and begin developing a new five-year LSTA plan for 2008-2012. Both of these documents will be completed in 2007.

Persons interested in offering suggestions for the LSTA program for 2008-2012 are invited to attend a public hearing which will be held in conjunction with the LSTA Advisory Committee meeting. The hearing will be held from 10:00 to 11:00 a.m. on Wednesday, November 29. If you are unable to attend the public hearing, written comments may be submitted by letter, fax, or e-mail to Peg Branson, P.O. Box 7841, Madison, WI 53707-7841; fax number (608) 266-2529; email address peg.branson@dpi.state.wi.us. Testimony should arrive by 4:00 p.m., Tuesday, November 28 for inclusion in the hearing.

2. WISCAT ORDERS FOR 2007

Libraries are urged to turn in orders for WISCAT for 2007 now. The 2007 individual library WISCAT order form is available on the WISCAT website at http://www.wiscat.lib.wi.us/pdf/WISCATOrderForm.pdf.

The new version of WISCAT will be available November 27, 2006. WISCAT will be a hybrid union/virtual catalog and interlibrary loan system operated by a single vendor, Auto-Graphics, Inc. Training sessions to be offered in November and December are listed at http://www.wiscat.lib.wi.us/training.html

New or improved features include:

* Single user interface for union and virtual catalog searches and interlibrary loan management
* Search results consolidated and de-duplicated
* Local customization, branding, and scoping
* Inclusion of book cover art and book reviews
* Links to commercial vendors such as Amazon.com
* Creation, printing, and downloading of bibliographies
* Simplified interlibrary loan screens and processes
* Filtering interlibrary loan requests by lender shelf status (availability)
* Filtering interlibrary loan requests by lender policies for material type
* Creation of single request for ordering multiple book club titles
* Use of the Library of Congress database as a source of records for downloading
* Improved use statistics * Interconnection with other interlibrary loan management systems using ISO standards

3. REMINDER: PUBLIC HEARING ON STATE SUPERINTENDENT'S BIENNIAL REPORT TO COLAND

The Council on Library and Network Development will hold a public hearing on the state superintendent's biennial report on interlibrary cooperation and resource sharing at its November 10 meeting, to be held at the South Central Library System office, 5250 E Terrace Drive, Madison. The meeting will be held from 10:00 a.m. to 3:00 p.m., with the hearing beginning at 10:30. The Division would appreciate your comments and concerns. The Council will consider both oral and written testimony. Written testimony may be faxed to Roslyn Wise at the Department of Public Instruction, (608) 266-8770 before 9 a.m. on November 10.

The State Superintendent of Public Instruction is required to report on interlibrary cooperation and resource sharing each biennium. Section 43.03(3)(d), Wis. Stats., requires the state superintendent to submit to the Council on Library and Network Development (COLAND) a biennial report which describes the programs and policies to promote cooperation and resource sharing among all types of libraries and to plan, coordinate, evaluate and set statewide priorities for the development of networks to enable interlibrary cooperation and resource sharing carried out in the preceding biennium and the programs and policies to be carried out in the succeeding biennium.

This report focuses primarily on the activities of the Division for Libraries, Technology, and Community Learning (Division) in the previous and the current biennia relative to the State Superintendent's responsibilities to promote cooperation and resource sharing among all types of libraries in Wisconsin. It also describes activities of other organizations that are involved with cooperation and resource sharing as appropriate.

4. MARY STRUCKMEYER RECEIVES MURIEL FULLER AWARD

Mary Struckmeyer, head of reference and interlibrary loan services at the Reference and Loan Library, received the 2006 Muriel Fuller award at the Wisconsin Library Association banquet Thursday, November 2. In the proclamation accompanying the award, Mary was recognized for her commitment to "equal access to all resources by everyone in the State of Wisconsin; developing cooperative relationships with special libraries to get answers to difficult and specialized reference questions; and bringing a behind-the-scenes library to the forefront of library service...." Mary will retire December 8, 2006 after 32 years of service to the Reference and Loan Library. 5. NOVEMBER 11 IS VETERANS DAY

On November 11, 1921, ceremonies in the United States, England, and France marked the burials in each country of an unknown soldier killed during World War I, which ended at 11 a.m. on November 11, 1918. The date became known as "Armistice Day." In 1926, the United States Congress passed a resolution making the name official; "Armistice Day" became a national holiday in 1938.

In 1947, World War II veteran Raymond Weeks organized the first celebration using the name "Veterans Day" in Birmingham, Alabama, to honor all American veterans. In 1954, President Eisenhower signed a bill officially proclaiming November 11 as Veterans Day.

In 1968, a law passed changing the national commemoration of Veterans Day to the fourth Monday in October. However, many Americans considered the November 11 date to be of such historic significance that in 1978 Congress returned the observance to its traditional date.

6. "THE FORGOTTEN WAR" IS SUBJECT OF COLLABORATIVE PROJECT

Wisconsin Korean War Stories premiers on Wisconsin Public Television at 8 p.m. Nov. 13 showing both Part One "Invasion" and Part Two "Stalemate" chronicling the stories of Korean War veterans, those who fought in the Forgotten War. In addition to the broadcasts, the project will include the Web site http://www.wisconsinstories.org/, a traveling photography exhibit visiting several public libraries, curriculum for use by teachers, and a coffee table book to be published by the Wisconsin Historical Society in spring 2008. Wisconsin Korean War Stories is a partnership of the Wisconsin Historical Society and Wisconsin Public Television, in association with the Wisconsin Department of Veterans Affairs.

7. CELEBRATE CHILDREN'S BOOK WEEK, NOVEMBER 13-19

A celebration of the written word, Children's Book Week introduces young people to new authors and ideas in schools, libraries, homes and bookstores. Through Children's Book Week, the Children's Book Council encourages young people and their caregivers to discover the complexity of the world beyond their own experience through books. 8. NOVEMBER IS AMERICAN INDIAN AND ALASKA NATIVE HERITAGE MONTH

9. GRANTS FOR BOOKS THROUGH COLLECTION DEVELOPMENT AWARD

For the fourth consecutive year, online bookseller Alibris is accepting applications from libraries for the Alibris Collection Award, which is designed to help libraries expand their collections in specific subject areas of interest to their respective communities. Deadline to apply is December 1, 2006.

The Alibris Collection Award is a grant of up to $3,000 worth of books to an academic, public, special, K-12, or international library supporting specific collection development projects that advance the mission, priority areas, and goals of the selected library. The purpose of the award is simply to help provide books for otherwise under-funded libraries with replacement projects, retrospective collection development projects, or routine collection-building needs. Each applying library provides an online Donate-A-Book wish list of the desired titles along with the required statements of interest concerning the desired collection and needs of the applying library. All such approved Donate-A-Book applications will remain on the Alibris Web site until and after the award is granted, and are therefore eligible for specific book contributions from library patrons, constituents, and the general book-buying public.
