1. PRESIDENT'S 2008 BUDGET FOR LIBRARIES RELEASED FEBRUARY 5

On February 5, President Bush released his $2.9 trillion fiscal year 2008 budget request. The request for the LSTA, the Library Services and Technology Act, is $226,182,000, an increase of $15,585,000 over FY 2006. Within that total is $171,500,000 for the state grants program, the program that provides LSTA funds to Wisconsin and other states on a formula basis. The amount in the federal budget for the state grants program of LSTA in FY 2006 was $163,746,000.

Although the 2007 federal fiscal year started October 1, 2006, Congress still has not completed action on the budget for FY 2007. It is expected the amount for LSTA for 2007 will be approximately the same amount as in 2006. As its share of the LSTA state grants program, Wisconsin's allotment in 2006 was $3,043,743.

Also included in the budget request within the LSTA program is $26.5 million for the Librarians for the 21st Century program, $12.9 million for National Leadership Grants for libraries, and $3.6 million for Improving Library Services to Native Americans. The latter three programs are administered directly at the federal level by the Institute of Museum and Library Services. For school libraries, the President requested level funding for the Improving Literacy Through School Libraries Program at $19.4 million.

THE STATE OF WISCONSIN COLLECTION
Log book of Preston Reynolds: one of the 4 river rovers on a trip down the Wisconsin, Mississippi, and up the Rock and Yahara Rivers

This log book kept by Preston ("Pick") Reynolds documents a canoe trip he made with three other young men from Madison, Wisconsin in 1903. The trip began in what is now Wisconsin Dells and proceeded down the Wisconsin River to the Mississippi as far as Rock Island, Illinois, and then started up the Rock River. The trip was supposed to continue up the Rock and Yahara Rivers to Madison. Instead, the "4 River Rovers" completed the trip by train from Coloma, Illinois. Reynolds's companions included "Pucks" Anderson, "Chub" Fowler, and Sid Jackson (later a founder of the Jackson Clinic in Madison). In addition to colorful descriptions of their adventures, Reynolds has illustrated the volume with many pen and ink and wash drawings. http://digital.library.wisc.edu/1711.dl/WI.ReynoldsP

DIGITAL LIBRARY FOR THE DECORATIVE ARTS AND MATERIAL CULTURE
Chipstone Prints

The Digital Library for Decorative Arts multimedia collection contains images of the Chipstone furniture and ceramics collections. Chipstone Prints adds to this collection and contains extensive description of the beautiful historical prints. The prints are primarily 18th and early 19th century works in a variety of print media (etchings, lithographs, etc.), representing producers ranging from Hogarth to Currier & Ives. The collection provides a representative sample of themes and techniques that can be used for teaching and online demonstration purposes. The collection of "stand-alone" prints complements the examples of printed imagery contained in the Digital Library for Decorative Arts collection of 18th century books. http://digital.library.wisc.edu/1711.dl/DLDecArts

The Housekeeper's Book: comprising advice on the conduct of household affairs...prepared for the use of American housekeepers... (1837)

This text is a compendium of useful information on housecleaning, servants, cooking techniques and recipes, flowers, laundry and more. Although the volume's author is cited merely as "a Lady," this book has been attributed to Frances H. McDougall (i.e., Frances H. Green). A 10-page contents section provides detailed access to the extensive collection of recipes and hints. This detailed level of household information is useful for the historical study of material culture and everyday life. This book is a readable and informative "conduct book" directed to young women of the early 19th century. It covers dress, deportment, and dancing, as well as providing recipes for making creams, soaps and cosmetics. There are four colored plates depicting women's costume for morning, evening, promenade, and the opera. FOREIGN RELATIONS OF THE UNITED STATES

The Foreign Relations of the United States series is the official documentary historical record of major U.S. foreign policy decisions that have been declassified and edited for publication. The series is produced by the State Department's Office of the Historian and printed volumes are available from the Government Printing Office. New additions include volumes from 1955-1960 and cover varied locations such as Eastern and Western Europe, Lebanon and Jordan and Japan and Korea. MILLS LIBRARY SPECIAL COLLECTIONS
Wisconsin Sheet Music Database

The Wisconsin Sheet Music Database is an index of items housed in the sheet music collection of the Wisconsin Music Archives at the Mills Music Library, University of Wisconsin-Madison. The collection contains music written by Wisconsin composers, published by Wisconsin publishers, and pieces whose subject matter is Wisconsin. The publications date from the late 1850s, extend to the present, and include principally, but not exclusively, popular music traditions. The newest additions, funded through a Friends of the Library grant, include waltzes, marches and polkas from such as artists as Eduard Holst, Carrie Jacobs-Bond, Joseph Clauder, and much, much more. http://digital.library.wisc.edu/1711.dl/WiscSheetMus

3. NATIONAL SURVEY OF COMPUTER AND INTERNET ACCESS

* * Survey Deadline, March 1, 2007 * *

The 2006 survey of public library computer and Internet access and use was mailed to a targeted group of 217 Wisconsin public libraries in late November. As of February 7, only 16% of the targeted libraries had completed the survey. (In past surveys Wisconsin's response rate has been about 75%.)

This survey will provide the American Library Association (ALA) and others with important data regarding public library computer use and Internet access issues. ALA is also developing an interactive Website to allow users to download customized reports. (But of course the survey has to be completed before the data can be used for any reports.)

The Web-based survey can be accessed at http://survey.pnmi.com. The survey has a total of 21 questions that will take about 30 minutes to complete. PLEASE COMPLETE THE SURVEY BY MARCH 1, 2007. Respondents will need the state assigned Library ID code included in the survey announcement letter received in November. If you have lost that ID number, you can look it up on the survey site. If you have any questions on the survey, or need further assistance, please email: PL2006@ci.fsu.edu.

The study is funded by ALA and the Bill & Melinda Gates Foundation. It is conducted by researchers from Florida State University's Information Use Management and Policy Institute, and builds on research conducted since 1994. 4. ENTREPRENEURSHIP WEEK FEBRUARY 24-MARCH 3, 2007

EntrepreneurshipWeek USA is a first-ever national initiative to celebrate the entrepreneurial spirit and promote entrepreneurial thinking in America's youth. To encourage entrepreneurial thinking in Wisconsin during Entrepreneurship Week (February 24-March 3, 2007), the Wisconsin Department of Commerce, Department of Public Instruction and the Wisconsin Entrepreneurs' Network are hosting three one-hour web casts to celebrate Entrepreneurship Week. Persons are encouraged to submit questions to any of the featured speakers in advance as well as on the day of the webcast. March 2 (Friday), 9:30-10:30am: TAPPING INTO THE STATE'S RESOURCES, Pam Christenson, Acting Director, Division of Business Development, Wisconsin Department of Commerce. Ms. Christenson oversees the Agency's four economic development bureaus, financial programs, including numerous grants, loans and tax credit awards, minority business development activities and entrepreneurial partnerships. She will highlight the numerous opportunities available to entrepreneurs in the State of Wisconsin.

Format and other information: Each webcast will begin with a 15 minute presentation from the speaker followed by a Q & A session. 5. 2007 NATIONAL LIBRARY WEEK WILL BE APRIL 15-21

This year's National Library Week will be April 15-21. National Library Week is a time to celebrate the contributions of our nation's libraries, librarians, and library workers and to promote library use and support.
