1. LSTA MATERIALS POSTED ON WEB

A draft LSTA five-year plan and preliminary ideas for 2008 are now available on the LSTA website at http://dpi.wi.gov/pld/lsta.html. The LSTA Advisory Committee will consider and make recommendations on the five-year LSTA plan for 2008-2012 and the annual program for 2008 at its meeting on April 4 and 5, 2007. The meeting will take place at the Comfort Inn, 4822 East Washington Avenue, Madison. A public hearing will be held Wednesday, April 4, from 1:00-2:00 p.m. in conjunction with the meeting. Interested individuals may offer comments and suggestions on the LSTA program at this public hearing. Those unable to attend the hearing may submit written comments to Peg Branson by fax (608/266-2413) or email at peg.branson@dpi.state.wi.us. Written comments must arrive by April 3 for inclusion in the hearing. If you have questions about the LSTA program, contact Peg Branson at peg.branson@dpi.state.wi.us or at 608/266-2413.

2. STATE SUPERINTENDENT APPOINTS NEW LSTA ADVISORY COMMITTEE MEMBERS

State Superintendent Elizabeth Burmaster announced new appointments to the LSTA (Library Services and Technology Act) Advisory Committee this week. The new members are Jan Adams, Media Specialist, CESA 10; Roxane Bartelt, Head of Children's Services, Kenosha Public Library; Jeff Gilderson-Duwe, Director, Oshkosh Public Library/Winnefox Library System; Bea Lebal, Director, T.B. Scott Library, Merrill; and Mildred McDowell, District Library Media Specialist, Milwaukee Public Schools.

Continuing members of the committee are Terrance Burton, Director, Ebling Library, UW-Madison; Paula Kiely, City Librarian, Milwaukee Public Library; Paul Onufrak, Automation Librarian, Eastern Shores Library System; Elizabeth Richmond, Associate Professor/Reference Librarian, UW-Eau Claire; Phyllis Davis, Director, South Central Library System; Terry Dawson, Director, Appleton Public Library; Jim Gingery, Director, Milwaukee County Federated Library System; Jane Pearlmutter, Associate Director, UW-Madison School of Library and Information Studies; and Zora Sampson, Director, Library, Information, Instructional Technology, UW Barron County, Rice Lake.

Members on the committee serve staggered three-year terms. The committee advises the state superintendent and the Division for Libraries, Technology, and Community Learning on the development of the long-range plan for the LSTA program, annual grant priorities and categories, and applications and recommendations for grant awards.

3. 2007 WEMA CONFERENCE TO BE HELD MARCH 25-27

The Wisconsin Educational Media Association's (WEMA) 2007 Conference is Sunday, March 25th through Tuesday, March 27 at Monona Terrace in Madison.

A free author fair will be held Sunday, March 25, from 4:00-6:00 PM with over 20 children's and young adult authors. Registrants may choose from over 100 sessions over the course of the conference, and have opportunities to browse exhibits from over 115 different exhibitors. As a new feature, exhibitor theaters will be in operation on Monday and Tuesday.

The Keynote address, delivered by actress Deneen Frazier-Bowen, is entitled "The Natives are Restless." The keynote author is Eric Rohmann.

The 2007 WEMA Legislative Forum will provide an opportunity for board members and administrators to talk with their legislators. The Forum will be held Tuesday, March 27, at the Monona Terrace. Breakfast begins at 7:00 a.m., with opening remarks by Elizabeth Burmaster, State Superintendent of Public Instruction, at 7:30.

The Wisconsin Association of Distance Education Networks (WADEN) is setting up a distance education lab with presentations throughout the conference. A student showcase will highlight a student built robot.

4. DLTCL UPDATES SAMPLE POLICY ON PRIVACY OF LIBRARY RECORDS

The "Sample Policy on Privacy of Library Records and Use," available on the Public Library Development Team's "Policy Resource" page, http://dpi.wi.gov/pld/policies.html, has been updated to incorporate changes to address issues raised in the recent Attorney General opinion on recorded library surveillance video, as well as the disclosure of library records to custodial parents or guardians of children under the age of 16 under Wisconsin Statutes 43.30(1m).

The revised sample policy, available as an editable Word document, is available here: http://dpi.wi.gov/pld/doc/privacypolicy.doc. Please note that the sample policy is not intended as a recommended policy for immediate adoption. Rather it is intended to be used as a starting point for the development or revision of a local library policy, ideally to be developed with the assistance of the municipal attorney or library legal counsel.

5. SIRSIDYNIX BUILDING BETTER COMMUNITIES AWARD NOMINATIONS DUE APRIL 16

The deadline for nominations for the SirsiDynix Building Better Communities Awards is April 16, 2007. This year the eligibility has expanded to include any SirsiDynix library worldwide, and the awards have increased to six recipients, each receiving $10,000. Recipients will be named by an independent, global panel of library leaders, with the official announcement coming at the ALA Annual Conference in Washington, D.C., this June.

Through this awards program, SirsiDynix seeks to recognize library organizations that create better places to live, work, and learn, while encouraging libraries everywhere to follow the examples of these outstanding institutions.

6. UPCOMING NATIONAL GRANT DEADLINES FOR LIBRARIES

Following are upcoming deadlines for grant programs available to libraries as announced by the American Library Association.

By March 27:
Advancing Knowledge: The Institute of Museum and Library Services/National Endowment for the Humanities Digital Partnership (http://www.neh.gov/grants/guidelines/Digital_Partnership.html) grant program seeks applications for innovative, collaborative, humanities projects that use the latest digital technologies.

By April 2:
U.S. Department of Education (http://www.ed.gov/programs/lsl/index.html) will award approximately 100 Improving Literacy through School Libraries grants ranging from $30,000 to $300,000 to school districts in which at least 20% of students are from families below the poverty line.

By April 3:
National Endowment for the Humanities (NEH) Digital Humanities Start-Up Grants (http://www.neh.gov/grants/guidelines/digitalhumanitiesstartup.html) award up to $30,000 for planning or initial stages of digital initiatives in all areas of the humanities. The April 3 deadline is for projects beginning September 2007. Contact: NEH, 202-606-8401.

By April 12:
The National Endowment for the Arts (http://www.neabigread.org/index.php) offers approximately 120 Big Read grants of $5,000 to $40,000 to promote and operate month-long, community-based reading programs. There was a March 1 deadline to submit "Intent to Apply" forms, but they are not required to submit grant applications.

By May 1:
The Institute of Museum and Library Services (http://www.imls.gov/applicants/grants/nativeEnhance.shtm) seeks applications for Native American Library Services Enhancement Grants.

By May 15:
The United States Board on Books for Young People (http://www.pixelwater.com/ETB/Asahi/) seeks applications to submit as its entry for the 2008 International Board on Books for Young People Asahi Reading Promotion Award. The $10,000 award is given to two nonprofit groups or institutions that are making lasting contributions to book promotion programs for children. Contact: Rusty True Browder, 617-803-8250.

By September 15:
The Ezra Jack Keats Foundation (http://www.ezra-jack-keats.org/programs/minigrant.html) awards $500 minigrants to school and public libraries for programs that encourage literacy and creativity in children.

Ongoing:
Libri Foundation Books For Children Grants (http://www.librifoundation.org/apps.html) will match $50 to $350 raised by local sponsors on a 2-to-1 ratio to help small, rural public libraries buy children's books. The foundation makes grants three times a year, with deadlines of Apr. 15, July 15, and Dec. 15. Contact: Barbara J. McKillip, 541-747-9655.
