1. IMPROVING LITERACY THROUGH SCHOOL LIBRARIES PROGRAM APPLICATIONS NOW AVAILABLE

The Department of Education has announced that the application package for the 2008 Improving Literacy Through School Libraries (LSL) program competition is now available. This program helps LEAs improve reading achievement by providing students with increased access to up-to-date school library materials; well-equipped, technologically advanced school library media centers; and professionally certified school library media specialists.

Eligible applicants include local educational agencies (LEAs) in which at least 20 percent of the students served are from families with incomes below the poverty line, based on the most recent data from the U.S. Census Bureau. Information on the poverty level in each district can be found at: http://www.ed.gov/programs/lsl/eligibility.html. According to census guidelines, 20 Wisconsin public school districts are eligible to apply for the 2008 grant.

Due to a decrease in fiscal year (FY) 2008 funding, approximately $18.5 million will be available for funding, and only an estimated 80 grants will be awarded under the FY 2008 competition. The deadline for applications is March 7, 2008. It is important to note that Improving Literacy Through School Libraries applicants must use the U.S. Federal Government's Grants.gov applications system to apply. Instructions for registering can be found at http://www.grants.gov. The LSL program grant application information is available at the Department of Education's website at http://www.ed.gov/programs/lsl/applicant.html#application.

2. FOCUS GROUP SESSIONS TO BE HELD FOR PUBLIC LIBRARY ECONOMIC IMPACT STUDY

As part of the Department of Public Instruction-sponsored Public Library Economic Impact Study, NorthStar Economics (http://www.northstareconomics.com) will be conducting about 30 focus group interview sessions across the state. They will be arranging for these interviews and will be contacting system directors for assistance in identifying individual libraries of various demographics that would cooperate in hosting a focus group session. The selected sites will be asked to cooperate in making surveys available, finding space for a focus group, and helping to identify participants for the focus group. At least one focus group will be conducted in each system. The sessions will be conducted by David Ward and Alan Hart with NorthStar Economics.

Ideally, NorthStar would like to get 5-10 people at each session but the interviews will work with as few as 3 and as many as 20. The mix of people should reflect library and non-library users, and people from business, non profits, health care, government, retirees, local chambers of commerce, and ordinary folks who live in the community.

We encourage all of you to work closely with NorthStar to ensure that representative groups from all parts of the state are included.

More information about this project can be found in the September-October 2007 issue of Channel, available at http://dpi.wi.gov/channel/pdf/chn4301.pdf#page=10, or contact Alan Hart of NorthStar Economics at ahart@northstareconomics.com.
