Community Education State Plan


Purpose and Background

The DPI in cooperation with the Wisconsin Community Education Association (WCEA), developed five state goals to move towards establishing an infrastructure that supports the  community education philosophy in every Wisconsin community.  Further, these goals also recognize the importance and encourage sustaining  existing communities that support the community education philosophy.
Goal 1) Increase awareness of community education  across the state to ensure that every community has the opportunity to learn about community education and its potential impact.

Objective 1: 100 Districts by the year 2005 will have trained community education leadership and adhere to the five Wisconsin Components of Community Education and the Community Education Principles.

Goal 2) Collect information about the existing community education programs and disseminate or have easy access for all schools.

Objective 1: Profiles of every community education program will be collected and added to the DPI community education web site

Goal 3) Develop strategies to link and partner with similar state organizations and initiatives to allow networking among state 'systems'. For example connecting community education with the Wisconsin Intergenerational Network.

Objective 1: Identify key leaders in each area and introduce to community education.
Objective 2:Develop a DPI strategy to link educational initiatives with community education such as SAGE, GOALS 2000, STW, and citizenship.

Goal 4) Prepare strategies to assist communities searching for necessary resources to plan for community education and then to implement and sustain community education programs.

Objective 1: Strengthened State Policy and/or  Legislation (with multiple state partners)
Objective 2: Revenue limits - explore ways to reduce Fund 80 barriers to growth in community education programs

Goal 5) Support existing Community Education Districts by helping them access resources, material and available training opportunities such as the annual training at the National Center for Community Education in Flint MI

Objective 1: Provide regional training for citizen advisory council members and school board members.
Objective 2: Provide state/regional forums for district planning to start community education
Objective 3: Implement Plan of 100

Special Note: The Wisconsin Community Education Association (WCEA) formally endorsed these five goals at the February 24-25, 2000 Board meeting held in Wausau WI - Midway Motor Lodge.
