In 1974 Dr. Robert D. Kelly completed his dissertation on the Factors contributing
to the development of Community Education in Michigan School Districts.
He arrived at the conclusion that ten factors are essential to the successful
development of new community education program. Although the research
is somewhat outdated (1974) the information is still relevant.
- Superintendent support and understanding of the concept of community education
- Board of Education resolution and commitment to community education
- Community and Power structure aware of the concept
- Dollar support from the regular school budget
- Trained community education coordinator employed by the district
- School Faculty support
- Assessment and evaluation process
- Participation in training programs by those involved in the process
- School system support of cooperation with other agencies
- Community input and participation in the operation of community education
