Use of School Facilities for Community EducationVerona Area School DistrictUse of School FacilitiesThe Verona Area School District subscribes to the philosophy that the public schools are owned and operated by and for its patrons and that the schools are an integral part of the community. The Board of Education recognizes that its buildings and facilities are a valuable asset to the community. Therefore, it encourages the use of school facilities by community groups for worthwhile purposes when such use does not interfere with regular school activities. The Board of Education believes that the policy of community use of school facilities should not place a significant burden on the taxpayers of the district. The school district's philosophy perceives the schools as community facilities operating in partnership with other groups within the community. The Verona Area School District encourages participation and involvement in the use of school facilities by the public and private agencies and institutions which share the health, welfare and educational interests of the Verona Area community. Groups, agencies and institutions conducting authorized programs for the public, in the public school facilities, are conducted to be legitimate extension of the total community education program. It shall be the policy of the Board of Education to the Verona Area School District to (1) give full endorsement to the concept of community education for the Verona Area School District, and (2) to cooperate in every way possible with the interested agencies, businesses, and community groups in planning and operating a community education program. School or school-sponsored activities shall have priority over all other potential users. No fees or custodial overtime charges shall be assessed to these organizations. Within the framework of community education, only the following circumstances will warrant the assessment of any fee or custodial overtime charges: (1) activities organized by out-of-district groups or individuals, (2) activities which because of their nature, require custodians for security, crowd control, etc; or (3) activities which produce revenue for the organization. Administrative rules shall be promulgated to implement this policy. Legal References: Sections 120.10 (9) and (10) Wisconsin Statutes
