Data Collection and Reporting


2008-09 and Beyond

"ELL Served" indicates whether a student who is an English Language Learner (i.e., English Language Proficiency code 1-5) is served in English language instruction educational programs designed for English Language Learners and if the program is funded by Title III.

CHANGES: "ELL Served" is collected for the first time in ISES Year End records for 2007-08 and ISES Count Date records for 2008-09.

Served - No T3 S The student is served in English language instruction educational programs designed for English language learners, no Title III funding
T3 Served T The student is served in English language instruction educational programs designed for English language learners, some Title III funding
Data Not Required X Valid only for Parentally Placed Private students.

USES: "ELL Served" is used for accountability and reporting to the US Department of Education. Data about participation in English language instruction educational programs and the funding source of those programs (Title III or not) must be disaggregated by whether or not students met annual measurable achievement objectives (AMAOs), disability, language group, grade level placement, and race/ethnicity. "ELL Served" is used in Pre-ID files for the DPI-approved English language proficiency test (i.e., ACCESS for ELLs).

ANSWERS TO QUESTIONS ABOUT ELL SERVED

  1. If a district does not qualify for an allocation under section 3114(a)-(c) of Title III, then English language learners should be coded as "N" or "S" as appropriate. The code "T", T3 Served, should not be used.
  2. If a district receives an allocation under section 3114(a)-(c) of Title III, then "ELL Served" should be "T" for all or some English Language Learners enrolled in the district based on eligibility and need. Only students with English Language Proficiency code 1-5 as determined by a DPI-approved English language proficiency test, ACCESS for ELLs, generate an allocation and are eligible to receive services under section 3114(a)-(c) of Title III.
  3. Whether or not an IMMIGRANT_T3 student is served by Title III-funded immigrant education programs/activities under section 3114(d) is not a factor in determining student's participation status for purposes of Title-III funded language instruction educational programs under section 3114(a)-(c). For "ELL Served" coding purposes, the criteria that apply to IMMIGRANT_T3 students is the same as the criteria that apply to other students.
  4. "ELL Served" is determined as of a specific date. For ISES count date records, that date is the count date. Codes provided should be based on the most accurate information available about the student's participation status on the count date regardless of when that information was received.
