Public Library Development Team
Work Plan for July 2011 to June 2012



Team Mission

The Public Library Development Team provides leadership, advocacy, assistance, planning, coordination, and funding for the improvement of public libraries and public library systems so that all Wisconsin residents have equitable access to information and knowledge resources.

Ongoing Activities

  • Administer the State Aid to Public Library Systems Program
  • Administer the federal Library Services and Technology Act Grant Program
  • Administer the Public Librarian Certification Program
  • Provide consultation and assistance to public libraries and public library systems in the following areas:
    • Administration
    • Technology
    • Services to special populations
    • Services to youth
    • Continuing education
  • Coordinate a statewide summer reading program
  • Collect and disseminate public library statistics and directory information
  • Establish and promote voluntary public library standards
  • Assist libraries and library systems participating in the Federal E-rate program
  • Provide leadership through service on state and national library committees
  • Provide accurate and timely information through Channel, Channel Weekly, websites, and email discussion lists
  • Monitor, analyze, and report on state and federal legislation that affects libraries
  • Coordinate efforts with other DLT teams to improve and develop library service in Wisconsin

Team Activities for 2011-2012

  • Expand use and content of FAQ's on the PLDT website to improve customer service.
  • Continue to develop and promote local library the use of the reporting functionality for annual statistical reporting.
  • Work with Department of Administration, libraries, and library systems on the expansion of bandwidth to all Wisconsin libraries.
  • Complete implementation of the opportunity online computer hardware grants from the Bill and Melinda Gates Foundation, and submit final project evaluation.
  • Promote greater sharing and coordination of library system services across system borders.
  • Update and print Trustee Essentials-A Handbook for Wisconsin Public Library Trustees.
  • Update publication: Fast Facts About Wisconsin Public Libraries.
  • Resolve issues related to downloadable e-media and the statutory "same services" requirement.
  • Study (with broad library community input) the library system service requirements and possible system consolidation strategies.
  • Update draft of the COLAND biennial report on the condition and progress of Wisconsin libraries.
  • Release ebook summit report and implement report recommendations.
  • Complete five-year evaluation of Wisconsin's LSTA program.
  • Develop new Wisconsin five-year LSTA plan.
  • Regularly contribute content to BadgerLearn.
  • Regularly add content to PLDT Facebook page (not just news).
  • Contribute to possible planning for statewide ILS.
