The Wisconsin Reference and Loan Library's
VHS VIDEOCASSETTE LOAN CATALOG

The Interlibrary Loan and Resource Sharing Team, commonly known as the Reference and Loan Library, is a part of the Division for Libraries, Technology, and Community Learning in the Wisconsin Department of Public Instruction. As one of its many services to the citizens and other libraries of the state, the Reference and Loan Library offers a free loan collection of VHS videocassettes. This video service began in 1978, and the collection has grown to between 7,000 and 8,000 titles.

Included in the collection are approximately 3,000 videocassettes that were, until 1994, available for rent from the University of Wisconsin--Extension Bureau of Audio Visual Instruction (BAVI). Also in the collection are some items from some of Wisconsin's other state government agencies.

The collection contains programs in most major subject areas, from arts and humanities to science and social studies. Some subjects have received special emphasis and are particularly strong parts of the collection. These include Native American studies, industrial safety, library science, education, literacy, supported employment, Wisconsin studies, and how-to information of all kinds. In addition, the library has sought out and included programs on many specific topics where videos are uncommon or hard to acquire and frequently are not available from other library resource providers.

About This Videocassette Catalog



This is an unannotated browsing list of the videocassette titles available for loan from the Wisconsin Reference and Loan Library. The catalog does not generally include variant titles, nor does it provide annotations describing the programs. There is no subject index, but many of the titles are descriptive enough to indicate the topic.

This listing was originally generated from the title records in the library's media booking system. Due to field length limitations in that database, many of the resulting title citations found here are brief or incomplete, or are truncated or shortened with the use of abbreviations.

In some cases, additional information has been provided to help distinguish between similar titles or identify non-distinctive titles. Such additions usually appear in parentheses following the title, and might be the series name, language, presenter's name, production company, or some other distinguishing term.

Each title has a title number that is used for identifying and booking the videocassette. That number should be included on the videocassette request.

Use restriction codes are noted for titles in cases where they apply (see the Use Restrictions section below).

CC - Closed captioned
OC - Open captioned
SN - Signed for the hearing impaired
NN - Non-narrated
SI - Silent
AE - Audio enhanced (i.e. audio described) for the visually impaired

Videocassette Borrowing and Booking Policies



The videocassettes in the Wisconsin Reference and Loan Library's collection are available on a free loan basis to individuals, teachers at K-12 schools, faculty and staff at academic institutions, libraries and library media centers of all types, representatives of government agencies, groups, and organizations in Wisconsin, and outside of Wisconsin except when restricted or limited to in state use.

Borrowers may request videocassettes for specific use dates. An alternate use date or dates should also be indicated. There is no limit on how far in advance videocassettes may be booked, so programs and classroom presentations may be planned and scheduled ahead of time to help ensure the availability of the material. Videocassettes requested with no use date specified will be sent immediately if available, or if in use, will be reserved and sent when they become available.

When a videocassette is booked for a future use date, confirming notification will be sent to the borrower.

Borrowers should include both the title and title number on videocassette requests.

The normal loan period for videocassettes is one week plus shipping time. Borrowers may request longer loan periods or renewals.

Borrowers are responsible for the cost of return shipping where it applies.

Borrowers are responsible for videocassette loss or damage.

The Reference and Loan Library is not responsible for damages that may occur to equipment in the playing of library videocassettes.

Use Restrictions on the Videocassettes



Videocassettes are protected by copyright law.

Borrowers agree to the following:

Not to copy, duplicate, reproduce, alter, broadcast, cablecast, televise or otherwise transmit on any open- or closed-circuit system the material, in whole or in part, without specific permission from the copyright holder. Borrower is responsible for obtaining this permission.

Not to show videos for admission or donation or any charge, either direct or indirect.

Not to advertise showings in any public media.

To abide by any use restrictions attached to specific titles:

HU - Home Use Only
These titles may not be used for public performance
(See below for more information on "home use only")
IN - In-State Use Only
These titles may not be loaned to borrowers outside of Wisconsin. Other titles, although not so coded on this list, may also be limited to in-state use.
DE - Departmental Use Only
These titles may only be used by staff of the Wisconsin Department of Public Instruction.

An Explanation of "Home Use Only"



Videocassettes licensed for "home use only" are not licensed for public exhibition. They are restricted to private showings in the home to "a normal circle of family and its social acquaintances" (Section 101, Title 17, United States Code, Copyrights).

Exception:

Face-to-Face Teaching Exemption for Home Use Videocassettes:

An exception which allows the lawful use of home-use-only videocassettes for public performance without the permission of the copyright owner is contained in Section 110 (1) of the copyright law (Title 17, United States Code, Copyrights). Section 110 (1) appears to allow the classroom use of video programs that have not been cleared for public performance if, and only if, all of the conditions set forth by the law are met:

Sect. 110. Limitations on exclusive rights: Exemption of certain performances and displays.

Notwithstanding the provisions of section 106, the following are not infringements of copyright:

(1) performance or display of a work by instructors or pupils in the course of face-to-face teaching activities of a nonprofit educational institution, in a classroom or similar place devoted to instruction, unless, in the case of a motion picture or other audiovisual work, the performance, or the display of individual images, is given by means of a copy that was not lawfully made under this title, and that the person responsible for the performance know or had reason to believe was not lawfully made;... (Title 17, U.S.C., Copyrights, Section 110)

Ways to Order Videocassettes from the Reference and Loan Library



Interlibrary Loan

All users, including teachers at K-12 schools, faculty and staff at academic institutions, libraries and library media centers of all types, representatives of government agencies, groups, and organizations, in Wisconsin and in other states, may request videocassettes from the Reference and Loan Library on interlibrary loan. Students and other individual users must request videocassettes on interlibrary loan.

Borrowers may contact their local public library or other primary library, and ask the librarian to request the desired videocassette title(s) on interlibrary loan. The library will request the material from the Reference and Loan Library. The borrower will pick it up and return it to the local library.

Directly from the Reference and Loan Library

Libraries and library media centers of all types may call or send requests for videocassettes directly to the Reference and Loan Library. Teachers at K-12 schools, faculty and staff at academic institutions, representatives of government agencies, groups, and organizations, in Wisconsin and in other states, may also call or send requests for specific videocassettes directly to Reference and Loan.

Videocassettes will be sent to the library, or in the case of other borrowers, to the school, institution, or organizational address. The borrower is responsible for return shipment to the Reference and Loan Library.
