On July 10, State Superintendent Elizabeth Burmaster, concluding her two-year term as chair of the National Center for Learning and Citizenship (NCLC), presided over a meeting of the board of directors in Minneapolis. NCLC’s mission is to promote, support, and reward citizenship education with a global perspective, arts education, and service-learning, as essential components of America’s education system. The group helps educators identify, develop, and implement policy options to ensure that students have the opportunity for lifelong engagement in their communities from the local to the international level.

On July 13, Burmaster attended a meeting of the M-7 Resource Team in Milwaukee. M-7 is a regional council formed to promote economic development in Southeastern Wisconsin.

From July 14-20, the state superintendent attended the 2006 Summer Institute of the Council of Chief State School Officers (CCSSO) in Sunriver, Oregon. Burmaster is CCSSO president-elect. The focus of the Summer Institute was global education as a next step in exploring the impact of a changing economy and the interdependence among countries on education reform agendas. The institute explored best practices in mathematics and science education; the imperative for global understanding and how to improve teaching and learning in world languages, history, and culture; and advancing innovation and creativity in our educational experiences. Burmaster, a strong advocate of international education and a national leader in developing partnerships and innovative programs, presented a program on what states can do to establish global literacy initiatives.
