Categorical Aid Proration

Categorical Aid Programs

A number of categorical aid programs are funded in the state budget as "sum-certain" appropriations, meaning that aid is paid from a fixed pot of money. When the total claims for an aid program exceeds the appropriation, aid payments are prorated as a percentage of claims.

The following table shows the proration rate history for the Special Education and School-Age Parents, Pupil Transportation and Bilingual-Bicultural Education categorical aid programs, as well as the per-pupil amount of Common School Fund library aid over the last ten years:

Note 1

S. 115.88(4), Wis. Stats., requires that the full amount of eligible districts' special education costs for pupils in hospitals (function 156800) is paid. This is the only portion of special education categorical aid that is not prorated.

Note 2

The estimated proration rate for special education categorical aid will be used to determine the first five payments. The final rate will be calculated along with the final aid payment in June.
