"Keeping the Promise" High Cost Special Education Initiative

In 2003-04, the Department of Public Instruction created and provided funding for the “Keeping the Promise Initiative.” Under this initiative, eligible entities received additional aid if the district incurred, in the previous school year, more than $30,000 of non-administrative costs for providing special education and related services to a child, and those costs are not eligible for reimbursement under the state special education and school age parents categorical aid, the federal Individuals with Disabilities Education Act, or the federal Medicaid program. Beginning in 2006-07, claims will be processed under a newly created state categorical aid program.
