Enclosed is your district's 2005-2006 final revenue limit computation using data on file at the department as of May 22, 2006. Revenue limit penalties, if any, are noted below line 20 of the worksheet and reduce the June equalization aid payment to your district. Also enclosed is a worksheet that calculates your districts revenue limit membership for the 2005-2006 school year. This information is located under Worksheets on the left hand scan bar on the teams website or directly at http://dpi.wi.gov/sfs/rl_worksheets.html. Final 2005-2006 Special Education Aid Eligibility Enclosed in this mailing are a cover letter and a worksheet calculation of your districts 2005-2006 final special education categorical aid eligibility. This information is also available on the Special Education Aid link (then click on Special Education Categorical Aid) on the left hand scan bar of the finance teams website. School Aid (Spring) Equalized Values
This mailing also includes two copies of your districts Spring School District Certification of 2005 Values. These values will be used in the calculation of your districts 2006-2007 equalization aid. Please forward the district clerk copy to your districts school board clerk. This information is also located under Property Valuation on the left hand scan bar link on the teams website or directly at http://dpi.wi.gov/sfs/propval.html. 2006-2007 Revenue Limit Transfer of Service Exemption Requests Due July 3 In-state, out-of-state, and other government requests must be received in our office by the due date. Since July 1st falls on a Saturday, the following Monday is acceptable. Submit all requests at one time.
There is a separate TOS form available for special education students and for limited English proficient students. Detailed instructions and the forms required to request such exemptions are available under Transfer of Service on the left hand scan bar on the team's website or directly at http://dpi.wi.gov/sfs/transerv.html.
Most districts should already have all the required Part B verifications completed. For those still needing to obtain that information and because of the approaching deadline, it is suggested that the requesting districts make a direct contact with the verifying district. Most districts have identified their TOS contact on the district contact page for the Transfer of Service program. Districts can change their listed contact by going to the Reporting Portal located at the School Finance Team web page. Navigate to your school district and click on "District Contacts." Complete the information. Other districts will then be able to use this contact page to determine your district's Transfer of Service contact. Districts may amend their 2005-2006 pupil count due to pupils residing in certain group and foster homes. Enclosed is a cover letter outlining the process used to make these membership adjustments. Information contained in the letter and the PI 1589 claim form are available under the Group and Foster link on the left hand scan bar of the teams website or directly at http://dpi.wi.gov/sfs/foster.html. July 1 Aid Estimate/2005-2006 Budget Data/Shared Cost Modification Each year by July 1 the department is required to provide each school district with an aid estimate for the next fiscal year based upon the best data available on file at the department. Shared cost data for this aid estimate will be taken from the PI 1504 (SAFR) Budget Report. Please ensure that your districts budget report data reflects any budget amendments approved by your school board. Districts can amend or view their budget report data on the Internet including a calculation of shared cost generated from the budget report located at https://www2.dpi.state.wi.us/safr_ro/all_district_reports.asp. Click on the Shared Cost Custom Reports under General Reports. Please contact one of the School Financial Services team staff listed below should you have questions.
Wisconsin Act 25, enacted in November 2005, provides for a potential modification to 2005-06 district shared cost for aid paid in 2006-07. This provision applies to any district using fund balance to pay their unfunded pension liability under WRS and for which the result of excluding such expenditures from their shared cost would result in an increase in equalization aid.
In order to provide a more accurate July 1st aid estimate, districts who want the shared cost modification to be reflected in the July 1st aid estimate will need to complete the new WRS Shared Cost Modification report located in the School Finance Reporting Portal under the Financial Data Home link. Due date for the report is June 16, 2006. Districts will enter the total anticipated 2005-06 expenditures as of June 30, 2006 that were used to pay the districts unfunded pension liability directly to the Wisconsin Retirement System or to pay debt service for debt issued to refinance the balance of the unfunded pension in that fiscal year. The School Financial Services Department will then exclude those expenditures from the districts shared cost if the exclusion results in an increase in equalization aid. PI 1505 Calendar Reporting Instructions Due August 25
2005 Wisconsin Act 220 eliminated the district reporting requirement of excused and unexcused absences. The PI 1505 Calendar Report has been modified and will no longer collect this data.
2005 Wisconsin Act 252 modified s. 120.18 (1)(d) Wis. Stats. creating a requirement for districts to report "the number of hours of direct pupil instruction provided in each school, by teachers legally qualified to teach. The PI 1505 Calendar Report has been modified to collect this data. Districts can access the PI 1505 Calendar Report by clicking on the School Finance Reporting Portal link and then proceeding to the districts reporting home page. Click on Non-Financial Data Home link to access the report. PI 1804/1805 2006 Summer School Reporting Instructions Due October 2
Detailed summer school instructions and the worksheets needed are available on the team's Summer School website located on the left hand scan bar of the team's home page or directly at http://dpi.wi.gov/sfs/summ_sch.html.
AT CLOSE OF SUMMER SCHOOL: No later than October 2, 2006, submit information from PI-1804-W1 to the Department of Public Instruction via the internet Reporting Portal located on the School Financial Services Team web page located at http://dpi.wi.gov/sfs/. Also print a paper copy of PI-1804-W1 and PI-1804-W2 for your files. Unless requested, do not mail paper copies but retain the copies in your district with the PI-1563 Pupil Count Report. These forms are subject to an audit. Note: Your school board clerk's signature is required on your copy of the certification page created when the report was submitted through the internet. Keep the certification page on file with the worksheets. The signature certifies that the report is true, that all summer school courses were taught by DPI certified teachers at no tuition cost to residents, and that there was compliance with all regulations relating to summer school. The Total Pupil Minutes claimed are only from those classes necessary for academic purposes as specified under Chapter PI 17.
