Routing of Information in this Mailing

Please route this information to appropriate district staff. Note that districts will be receiving only one paper copy of this information. However, all of the material in this mailing is posted to the team’s website. At the end of this letter is a “Contents Summary” that identifies where this mailing’s information can be found on the team’s website. This letter and the “Contents Summary” will also be posted under “Late Breaking Information” on the team’s website.

Final 2006-2007 Revenue Limit Calculation (Revenue Limit Worksheet enclosed)

Enclosed is your district's 2006-2007 final revenue limit computation using data on file at the department as of May 22, 2007. Revenue limit penalties, if any, are noted in the “Results” box on page 2 and reduce the June equalization aid payment to your district. A copy of the Excel worksheet can be found under “Worksheets” on the left hand scan bar on the team’s website or directly at http://dpi.wi.gov/sfs/rl_worksheets.html. Membership FTE used to calculate the final revenue limit is found on your district’s home page at https://www2.dpi.state.wi.us/safr_ro/. Please contact one of the School Financial Services team staff listed below should you have questions.

Final 2006-07 General Aid Eligibility (General Aid Worksheet, Final Aid Adjustment Worksheet, Aid Membership Worksheet enclosed)

Final eligibility for 2006-07 general aid has been calculated using audited 2005-2006 Annual Report data and final state guarantees. Enclosed is your district's “Final Calculation of 2006-07 General Aid,” “2006-07 Final General Aid Eligibility Adjustments,” and final “Membership to Be Used in the 06-07 aid Calculation.”
Final general aid adjustments result from comparing the October 15, 2006 estimated aid eligibility and the enclosed final aid eligibility. By statute, aid adjustments are added to or subtracted from your district’s September equalization aid payment (payment date is September 17). When your district’s 2007-08 general aid payment is certified on October 15, 2007, the 2006-2007 aid differences will be incorporated into your 2007-08 estimated aid eligibility and considered 2007-08 revenue.

Final 2006-2007 Special Education Aid Eligibility (Cover letter & Worksheet enclosed)

Enclosed in this mailing are a cover letter and a worksheet calculation of your district’s 2006-2007 final special education categorical aid eligibility. This information is also available on the “Special Education Aid” link (click on “Special Education Categorical Aid”) on the left hand scan bar of the finance team’s website. Should you have questions prior to June 1 please contact Beverly Kraus by email at beverly.kraus@dpi.wi.gov or telephone at 608-266-1089. After June 1, please contact Lori Ames at lori.ames@dpi.wi.gov or telephone at (608) 266-3464.

2006 School Aid (Spring) Equalized Values (Cover letter & Values enclosed)

This mailing also includes two copies of your district’s Spring School District Certification of 2006 Values with cover letters. These values will be used in the calculation of your district’s 2007-2008 equalization aid. Please forward the district clerk copy to your district’s school board clerk. This information is also located under “Property Valuation” on the left hand scan bar link on the team’s website or directly at http://dpi.wi.gov/sfs/propval.html.

2006-2007 Revenue Limit Transfer of Service Exemption Requests – Due July 2

In-state, out-of-state, and other government requests must be received in our office by the due date. Since July 1st falls on a Sunday, the following Monday is acceptable. Submit all requests at one time. New this year: A summary sheet is to be included with the individual request forms and is required for the completion of the transfer of service request. The individual request forms support the total exemption requested on the summary sheet and all information is subject to audit.

There are separate TOS forms and summary sheets available for special education requests and for limited English proficient requests. Detailed instructions and the forms required to request such exemptions are available under “Transfer of Service” on the left hand scan bar on the team's website or directly at http://dpi.wi.gov/sfs/transerv.html.

Most districts should already have all the required “Part B” verifications completed. For those still needing to obtain that information and because of the approaching deadline, it is suggested that the requesting districts make a direct contact with the verifying district. Most districts have identified their TOS contact on the district contact page for the Transfer of Service program. Districts can change their listed contact by going to the Reporting Portal located at the School Finance Team web page. Navigate to your school district and click on "District Contacts." Complete the information. Other districts will then be able to use this contact page to determine your district's Transfer of Service contact. Contact Brad Adams by e-mail at bradley.adams@dpi.wi.gov or by telephone at (608) 267-3752 should you have questions.

2006-2007 Group and Foster Home Membership Reporting Instructions – Due June 29 (Instructions and Worksheet Enclosed)

Districts may amend their 2006-2007 pupil count due to pupils residing in certain group and foster homes. Enclosed is a cover letter outlining the process to make membership adjustments. Information contained in the letter and the PI 1589 claim form are available under the “Group and Foster” link on the left hand scan bar of the team’s website or directly at http://dpi.wi.gov/sfs/foster.html. Contact Debbie
Gaffney Dilley by email at debra.gaffney-dilley@dpi.wi.gov or telephone at (608) 267-9114 should you have questions.

July 1 2007-08 Aid Estimate using 2006-2007 Budget Data and 2006-07 Shared Cost Modification Data

Each year by July 1, the department is required to provide each school district with an aid estimate for the next fiscal year based upon the best data available on file at the department. Shared cost data for this aid estimate will be taken from the PI 1504 (SAFR) Budget Report. Please ensure that your district’s budget report data reflects any budget amendments approved by your school board. Districts can amend or view their budget report data on the Internet including a calculation of shared cost generated from the budget report located at https://www2.dpi.state.wi.us/safr_ro/all_district_reports.asp. Click on the “Shared Cost Custom Reports” under General Reports. Please contact one of the School Financial Services team staff listed below should you have questions.

Wisconsin Act 25, enacted in November 2005, provides for a potential modification to 2006-07 district shared cost for aid paid in 2007-08. This provision applies to any district using fund balance to pay their unfunded pension liability under WRS and for which the result of excluding such expenditures from their shared cost would result in an increase in equalization aid.

In order to provide a more accurate July 1 aid estimate, districts will need to complete the WRS Shared Cost Modification report located in the School Finance Reporting Portal under the “Financial Data Home” link. Due date for the report is June 15, 2007. Districts will enter the total anticipated 2006-07 expenditures as of June 30, 2007 that were used to pay the district’s unfunded pension liability directly to the Wisconsin Retirement System or to pay debt service for debt issued to refinance the balance of the unfunded pension in that fiscal year. The School Financial Services Team will then exclude those expenditures from the district’s shared cost if the exclusion results in an increase in equalization aid. Additional information is available at the following link: http://dpi.wi.gov/sfs/buddev.html.

PI 1505 Calendar Reporting Instructions – Due August 1

2005 Wisconsin Act 252 modified s. 120.18 (1)(d), Wis. Stats., creating a requirement for districts to report “"the number of hours of direct pupil instruction provided in each school, by teachers legally qualified to teach.” The PI 1505 Calendar Report has been modified to collect this data. Districts can access the PI 1505 Calendar Report by clicking on the “School Finance Reporting Portal” link and then proceeding to the district’s reporting home page. Click on “Non-Financial Data Home” link to access the report and reporting instructions.

PI 1804/1805 2006 Summer School Reporting Instructions – Due October 1

Detailed summer school instructions and the worksheets needed are available on the team's Summer School website located on the left hand scan bar of the team's home page or directly at http://dpi.wi.gov/sfs/summ_sch.html.

AT CLOSE OF SUMMER SCHOOL: No later than October 1, 2007, submit information from PI 1804-W1 to the Department of Public Instruction via the internet reporting portal located on the School Financial Services Team web page located at http://dpi.wi.gov/sfs/. Also print a paper copy of PI 1804-W1 and PI 1804-W2 for your files. Unless requested, do not mail paper copies but retain the copies in your district with the PI 1563 Pupil Count Report. These forms are subject to an audit. Note: Your school board clerk's signature is required on your copy of the certification page created when the report was submitted through the internet. Keep the certification page on file with the worksheets. The signature certifies that the report is true, that all summer school courses were taught by DPI certified teachers at no tuition cost to residents, and that there was compliance with all regulations relating to summer school. The “Total Pupil Minutes” claimed are only from those classes necessary for academic purposes as specified under Chapter PI 17.

PI 1547 Transportation Report due August 1

The 2006-2007 PI 1547 Transportation Report is open for data entry. Districts can access this report by clicking on the “School Finance Reporting Portal” link and then proceeding to the district’s home page. Click on either the “Status and Deadlines” or “Non-Financial Data Home” link to access the report. The complete PI 1547, including the data for the regular 2006-2007 school year and the 2006 summer school, is due August 1 following the close of your fiscal year.

Status and Deadlines Update

On each district’s reporting home page located within the reporting portal is a schedule of required and optional data collection reports. This schedule of reports is accessed by clicking on the “Status and Deadlines” link. The schedule has been updated to include both the remaining 2006-07 reports and the reports that will be collected during the 2007-08 fiscal year. It is recommended that districts review the report schedule to ensure district compliance with the report due dates.
