Implementation Grant Program

The Department of Public Instruction (DPI) Charter School Program operates under provisions of Public Law 107-110, Title V, Part B-Public Charter Program (PCSP), Elementary and Secondary Education Act of the United States Department of Education. Federal statutes require strict and full adherence to the PCSP "single grant standard." Pursuant to this single grant standard, applicants for implementation or start-up funding must have received charter school funds the previous year and qualify for a continuation award within the federally allowed thirty-six months total maximum grant period or have never received a PCSP grant in the past. Applicants who have not received funding previously are eligible for an initial implementation grant and a continuation grant to a total of twenty-four months of start-up funding. Information regarding prior funding will be made available to evaluation panel members. Proposal writers are thus encouraged to explain the relationship between any prior funding received their charter school and the proposal being submitted.

Eligibility requirements:
Applications for implementation funds can only be made in the name of an operating charter school. In other words, to be eligible the school must hold its charter and be open and providing service to students prior to the release of implementation sub grant funds.

Priority in Funding:
Readers will use need as described in the application as a major criteria and may if necessary, award partial funding based on demonstrated need, and priority in funding for programs serving children at risk described in s.118.153 (1) (a), Wis. Stats., or which place an emphasis on building reading skills, support early learning opportunities, demonstrate parent/community involvement, and address educator quality or career and technology education. Proposals must include information pertaining to students served and curricular or thematic approach used.

Amount of funds available:
While the funds requested might exceed the funds available, the amount available for first year implementers is up to $150,000. Implementation renewal applications are for up to $150,000 for the second year of the implementation grant.

Application due dates: June 1, 2007 and October 1, 2007

Initial implementation and implementation renewal applications must arrive on or before June 1, 2007 for Round 1, and on or before October 1, 2007 for Round 2 or be delivered to the 5th floor reception desk at the Department of Public Instruction by 4:30 p.m. on June 1, 2007 for Round 1 or October 1, 2007 for Round 2, to receive funding consideration. The original application plus seven copies must be submitted to the department.
