IDEA Preschool Entitlement Grants


Program Description: Preschool entitlement funds will be available for special education programs and services to children with disabilities ages 3-5 under Section 619 of the Individuals with Disabilities Education Act (IDEA).

Who is Eligible to Apply: School Districts

Amount of Funds Available: Preschool entitlements are calculated according to the IDEA Amendments of 1997. Under the preschool grant funding formula, LEAs receive a "base" payment and any additional dollars are distributed on the basis of the district’s public and private elementary and secondary school enrollment (85%) and the relative number of children living in poverty (15%). Wisconsin is utilizing the number of Title I formula children in each district as the poverty indicator. The column "200X-0X Entitlement" in the spreadsheet should be used for for that year's grants, plus your district's estimate of any carry-over up to 25% of your previous year's entitlement. If the district will carry-over an excess of 25% of its funds, a written request to the department must be submitted by September 30.

Application Due Date: The application process for entitlement funds is included as part of the local performance plan. The IDEA flow-through (including EIS) and preschool budget software can be accessed through the Special Education Portal. The expenditure of funds is not permissible prior to July 1 of the fiscal year or the date all parts of the local performance plan are received, whichever is later.

Fiscal Year Closeout: Final IDEA entitlement budget amendments are due July 15 after the close of the fiscal year (ie, 2007-2008 budgets must have final amendments submitted by July 15, 2008). Final claims must be submitted by September 30 after the close of the fiscal year (ie, 2007-2008 budget claims must be submitted by September 30, 2008).
