Consideration of Special Factors for Students Who are Deaf or Hard of Hearing


In 1992 the US Department of Education published guidance regarding the provision of appropriate educational services for students who are deaf or hard of hearing. This has been shared in the Federal Register and in DPI bulletin 92.13. The guidance in this document influenced federal language in IDEA 1997 and IDEA2004 related to special factors and the considerations for communication needs of students who are deaf or hard of hearing.

To support comprehensive IEP team discussions, a team of stakeholders created a worksheet to assist IEP teams when making decisions regarding communication for a student who is deaf or hard of hearing. This worksheet expands on the discussion for the Special Factors section of the IEP with added insight for students who are deaf or hard of hearing. This document is not required but can be used to enhance the IEP team discussion.
