Pupil Services Likert Scale
The Pupil Services Likert Scale is a self-assessment instrument designed to help identify different perceived aspects of the pupil services delivery systems utilized within schools. The scales are based upon the Wisconsin Department of Public Instruction Pupil Services Resource and Planning Guide and the Enabling Component Model from the UCLA Center for Mental Health in Schools. In addition, perspectives from the Wisconsin Department of Public Instruction Pupil Services Roles Delineation Project have informed the development of this instrument.
Summary and Mission
The Wisconsin Alliance of Pupil Services Organizations (WAPSO) is a coalition of organizations which represent professionals in the disciplines of school counseling, school social work, school nursing, administrators of special services, as well as other student service organizations. These professionals provide a variety of primary, proactive, preventive, developmental, remedial, and supportive services thereby assisting students in becoming resilient, lifelong learners and good citizens.
The mission of WASPO is to
promote and
facilitate:
- A greater understanding of the interrelationship between the disciplines involved in Pupil Services Teams and their relationship to student success.
- The strengthening of knowledge and skills to serve as a voice for the disciplines that form a Pupil Services Team.
- The dissemination of interdisciplinary information.
- Open communication, collaboration, and cooperation among member organizations.
- The mobilization of "grassroots" action in the support of Pupil Services Teams.
The professions representated focus on the relations and interactions between students and their school environment with the express purpose of reducing the effect of environmental and institutional barriers that impede student academic success. The professional association members foster conditions that ensure educational equity, access, and academic success for all students K-12.
Operating Guidelines, Structure and Governance
Meetings
The WAPSO will meet three times per year, in late September, January, and early May. Invited guests are welcome at the WAPSO meetings with the consent of other WAPSO members. All members will have input into the agenda. The agenda and supporting materials will be the chairperson's responsibility with support from the DPI.
Membership
Current Roster
WAPSO members are representative of the Wisconsin pupil services professional organizations whose purpose must be to advocate for coordinated pupil services in a school or school district. Organizations may be asked to provide in-kind support. Each organization sending a representative to the WAPSO will determine the representative's term on WAPSO. A minimum of a two year term is optimal for continuity of participation. If the regular WAPSO participant cannot attend a meeting, the organization is expected to send a designee.
Any organization that wishes to join or discontinue membership must notify the current chair in writing.
Decision Making
Whenever possible, decisions will be made by consensus. If a vote is required, decisions will be made by a simple majority with each organization having one vote. There may be times when a WAPSO member may request to abstain from voting, remain neutral, or need to check with their representative organization before responding.
Quorum
A majority of the member organizations must be present for a quorum.
Leadership
The leadership for WAPSO will be a co-facilitation between the discipline organization and the like DPI consultant. The chair is rotated among WAPSO members on a yearly basis beginning August of each year. Rotation will be alphabetical by organization. If a member organization requests to delay their turn, it is that organization's responsibility to arrange with another organization to assume leadership. The DPI will maintain the historical documents and WAPSO business records. The outgoing chair will summarize the yearly activities and place it in the record. When leaving WAPSO, the organization representative will orient the next representative for that organization.
Communication
All members are committed to clear, specific communications. Each organization acknowledges an obligation to share information and bring information and issues to the WAPSO agenda. The chair and parallel DPI consultant will schedule the meetings and conference calls and notify members. The DPI consultant will take minutes of the meetings and each member is expected to review and comment on the minutes in a timely manner. Each representative is expected to keep the represented organization informed about WAPSO activities.
