II. ADDRESSING NEEDS OF TRADITIONALLY UNDERSERVED POPULATIONS

A number of populations (defined by ethnicity, gender, sexual orientation, and other characteristics) have been traditionally underserved, with respect to the availability of appropriately tailored sexual and reproductive health-related programs and services. Each population has its own specific needs and assets that should be taken into account in the program planning process.
