Common License Stipulations for
Educators Prepared Outside of Wisconsin


Educators are licensed in Wisconsin based on completion of a state-approved educator preparation program. For applicants who completed a comparable, approved educator preparation program in another state, a license with stipulations may be issued after submission of a PI-1602-OS application. Typically, an applicant receives a five-year license with minor course work stipulations or deficiencies that are identified with an accompanying letter. The licensee should retain this stipulation letter. The educator must satisfy all remaining stipulations during the 5-year license period to obtain a regular, Professional Educator License (without stipulations) at the next renewal.

License Renewal for Licensees holding a License with Stipulations:
The license with stipulations is a non-renewable license that requires holders to complete, by the expiration date of the license, all identified stipulations and the required professional growth requirement (e.g. the Professional Development Plan or six semester credits depending on the license type). As early as January of the year the license expires, applicants submit a license application with verification that they have completed all identified stipulations, the professional growth requirement, and experience for advancement, if applicable.

Identified deficiencies/stipulations may be completed at any approved program; however some University of Wisconsin campuses and other organizations have created programs specifically tailored to the needs of licensees with deficiencies/stipulations.

CESA 7

During the summer, CESA 7’s Teacher Development Center offers a class for teachers needing to meet the conflict resolution and a class for teachers needing to meet the special education requirements from PI34.15(4). Courses are held at the CESA 7 office. You may register for the courses on-line. From the CESA 7 website, click on "Register for upcoming workshops, meeting, trainings and courses for ADULTS" and then click on View by Month and select the appropriate month and year. Information is listed for registering for each class.

UW - Eau Claire

The University of Wisconsin – Eau Claire Continuing Education offers an online course that satisfies the Wisconsin DPI requirement in Wisconsin Native American Tribal Sovereignty. UW - Green Bay

The office of Outreach and Extension at UW - Green Bay provides professional development opportunities for PK-12 educators in Northeastern Wisconsin, which are aligned with the Wisconsin Standards for Teacher and Administrator development and licensure.

The office of Outreach and Extension at UW - Green Bay offers courses throughout the year with dates and times designed to fit the schedules of teachers. New offerings are coordinated throughout the year, so please visit their website to find out the latest professional development opportunities through their office.

UW - Learning Innovations

Learning Innovations is part of the UW-Extension, Independent Study that provides professional development via correspondence courses. Coursework that they offer covers the following stipulations for out-of-state program completers:

  5. Partial fulfillment of environmental education

UW - Milwaukee

The University of Wisconsin - Milwaukee Education Outreach offers a workshop called Act 31 to satisfy the human relations requirement specific to Wisconsin Native American Bands and Tribes. For more information, contact Dustin Schimek at (414) 229-4728.

Norda, Inc.

The Norda, Inc. website offers a number of programs designed for teachers who are licensed with stipulations.

UW - Platteville

The University of Wisconsin Platteville offers on-line coursework during the summer to satisfy stipulations in conflict resolution, Wisconsin Indian bands and tribes, and cooperatives. UW - River Falls

The University of Wisconsin River Falls offers online courses designed to meet the DPI requirements for out of state teachers in the areas listed below:

  2. Native Americans in Wisconsin
  3. Cooperatives for Teachers

The University of Wisconsin - Stevens Point's College of Education offers courses that meet DPI requirements for out-of-state teachers in the areas listed below:

UW - Stout
