Overview

Educator effectiveness is a major part of federal education reform, as presented in the Blueprint for ESEA reauthorization. In order to develop a system that is built by and for Wisconsin educators and leads to improved student learning, State Superintendent Tony Evers announced the Educator Effectiveness Design Team, a group tasked with developing recommendations for a teacher and principal evaluation system for Wisconsin. The Design Team will develop:

  • Definitions of key guiding principles of a high-quality educator effectiveness program
  • Model performance-based evaluation systems for teachers and principals
  • A regulatory framework for implementation that includes how student achievement data will be used
  • Recommendations for methods to support improvement and incentives for performance.

As nearly all states are working to develop robust and fair evaluation systems for their educators, a national effort led by the Council of Chief State School Officers (CCSSO) was launched to guide states. Wisconsin is a member of this group, the State Consortium on Educator Effectiveness, and will continue to bring information, research, and resources from the Consortium to the Wisconsin design team.

Stakeholder Involvement

The team has sought out technical assistance from Great Lakes West (GLW), American Institutes for Research (AIR), the National Comprehensive Center for Teacher Quality (NCCTQ), and the Wisconsin Center for Educational Research (WCER).

Leaders from the following key stakeholder groups, including educator preparation programs and professional organizations, are working collaboratively to create the frameworks.

  • American Federation of Teachers (AFT)
  • Association of Wisconsin School Administrators (AWSA)
  • Office of the Governor
  • Professional Standards Council (PSC), a statutory group composed of educators, faculty, administrators, and school board members from public and private schools and universities across the state.
  • University of Wisconsin-Madison School of Education
  • Wisconsin Association of Colleges of Teacher Education (WACTE)
  • Wisconsin Association of Independent Colleges and Universities (WAICU)
  • Wisconsin Association of School Boards (WASB)
  • Wisconsin Association of School District Administrators (WASDA)
  • Wisconsin Education Association Council (WEAC)
