DPI is required by the federal No Child Left Behind (NCLB) Act to monitor teachers of core academic subjects who do not meet the NCLB definition of highly qualified. As such, the department has developed a statewide strategy to identify such educators and ensure that they become highly qualified. Wisconsin's Title II Highly Qualified Teachers Plan may be viewed at the U.S. Department of Education website.
Districts who employ educators who are not fully licensed in the core academic subjects to which they are assigned must submit the names of those educators to DPI along with a plan for how the educators will become highly qualified by the end of the school year. has been developed to assist districts in identifying educators who are not highly qualified and providing the assistance and support needed to ensure that those teachers become fully licensed.
It is increasingly important that the information on the PI-1202 Staff Report and "highly qualified" statements made on the justification page (2B) of the PI-1602-EL license application all coincide with the information districts report on the Highly Qualified Teacher Plan. Please remember that NCLB also requires schools receiving Title I funds to notify parents or legal guardians when their child has been taught core academic subjects for four consecutive weeks by a teacher who is not considered "highly qualified."

Note: In part V. Teacher Data, districts must identify each educator listed by both name and by "File Number." File number is the six-digit number assigned by DPI, at the person level, to each licensed educator. A teacher's file number can be found or verified using the DPI Educator License Lookup. File number is also printed in the upper left corner of the paper copy of the teacher's license (the last 6 digits of "License Number") if issued in recent years.
- Districts who employ educators of core academic subjects who are not highly qualified under NCLB and assign those educators to teach core subjects for four weeks or more in a school receiving Title I funds must report those educators to the parents or legal guardians of the students they are teaching.
