Overview

The No Child Left Behind Act (NCLB) is the major program of federal aid for public schools. Title I is the largest program under NCLB. When the NCLB Act was enacted in 2001, new provisions regarding accountability for student achievement were created. Under these new provisions, states had to develop academic goals, described as Adequate Yearly Progress (AYP), for all schools to meet. Schools receiving Title I aid that fail to meet the standards three or more consecutive years are required to offer families of low-income students in the identified schools the opportunity to enroll their students in tutoring programs known as Supplemental Educational Services (SES).
