Division of School & Library Operations
The Division of School and Library Operations is responsible for administering a wide range of operational programs and services that are foundational to the effective functioning of Wisconsin’s education system.
From managing school funding and educator licensing to supporting nutrition programs, educational choice, and library services, the division ensures that schools, districts, and communities have access to the tools and resources they need to serve students effectively.
The division oversees the following:
- Bureau of School Financial Services
The Bureau of School Financial Services provides leadership, oversight, and technical assistance to ensure the sound management of Wisconsin’s public school districts, independent charter schools, and other educational entities. The Bureau supports transparency, equity, and accountability in the funding and operations of the state’s K–12 education system through accounting, auditing, reporting, and financial management.
Key responsibilities include:
Federal and State Grant/Aid Distribution: Calculating and distributing billions in federal and state funds annually, validating fiscal compliance, and ensuring that public and private schools and child care and community organizations receive accurate and timely payments. The Bureau’s responsibilities related to grant and aid distribution include USDA aid programs, general equalization aid, special education aid, categorical aid, and other federal and state grant programs.
School District Revenue: Monitoring school district revenue limits, school district boundaries, and referenda in accordance with state statutes. The Bureau provides guidance to districts on planning, reorganization, fiscal responsibilities, and state-imposed local education administration requirements.
Reporting and Auditing: Collecting, reviewing, and publishing local education agency financial and management reports through federal and state reporting systems. The Bureau ensures compliance with reporting requirements and works with independent auditors to verify local education agency operations data.
Budgeting and Fiscal Guidance: Assisting local educational agencies with accounting, budget development, fiscal compliance, best practices, and other consultancy services. The Bureau offers training, resources, and one-on-one technical assistance to support local financial stewardship.
Transparency and Public Access to Financial Data: Maintaining public-facing tools such as the School Financial Services Data Portal and supporting fiscal transparency initiatives that allow families, policymakers, and communities to understand how education dollars are spent.

- Bureau of Educator Licensing
The Bureau of Educator Licensing is responsible for overseeing educator licensure and ensuring that Wisconsin’s schools are staffed with qualified, well-prepared, and appropriately credentialed professionals. The Bureau works in partnership with educators, preparation programs, school districts, and policymakers to uphold high standards for the education workforce and streamline pathways into the profession.
Key responsibilities include:Educator Licensing and Credentialing: Processing applications and issuing licenses for teachers, administrators, pupil services professionals, and other school staff in accordance with Wisconsin statutes and administrative rules.
Licensing Pathways and Support: Providing clear guidance on multiple pathways to licensure, including traditional educator preparation programs, alternative routes, and reciprocity for out-of-state educators. The Bureau supports individuals at all stages of their careers, from initial licensure to renewal and advancement.
Regulatory Oversight and Policy Implementation: Interpreting and implementing state statutes and administrative codes related to educator licensing and providing technical assistance to ensure compliance across the field.
Customer Service and Technical Assistance: Responding to thousands of inquiries annually, the Bureau assists educators and districts with navigating licensing requirements, understanding application procedures, and resolving complex licensing issues.
Educator Preparation Program Support: Providing clear guidance to preparation programs on licensing requirements, the Bureau assists certification officers, ECL uploaders, and deans and directors with navigating licensing requirements, understanding license application procedures, and resolving licensing issues.

- Bureau of Libraries
The Bureau of Libraries provides leadership, support, and oversight to Wisconsin’s network of more than 467 public libraries, 15 regional library systems, and school libraries, while also fostering connections and offering support for the state’s tribal, academic, and special libraries. The Bureau empowers libraries to best serve their communities by providing guidance, facilitating collaboration, acknowledging unique perspectives, and supporting innovation.
Key responsibilities include:
Statewide Library Support: Overseeing and supporting the operations of regional public library systems and promoting collaboration, resource sharing, and consistent service standards across communities and libraries of all types and sizes.
Library Development and Innovation: Providing guidance and professional development to library directors and staff in areas such as planning, inclusive services, youth engagement, digital literacy, resource sharing, and community outreach.
Funding and Resource Allocation: Administering state and federal funds, including the Public Library System Aid and Library Services and Technology Act (LSTA) grants, to support library operations, technology upgrades, and equitable access initiatives.
Policy, Planning, and Data: Advising on public library policy and legislation, managing statewide library data collection and reporting, and supporting data-informed planning and decision-making.

- Bureau of Education Options
The Bureau of Education Options oversees and supports a range of educational choices available to families across the state. The Bureau provides technical assistance to school districts, schools, families, and the public related to the education options below.
Key responsibilities include:
Private School Choice Programs and Special Needs Scholarship Program: Administers Wisconsin’s Private School Choice Programs, including the Milwaukee Parental Choice Program, Racine Parental Choice Program, and Wisconsin Parental Choice Program. Schools participating in the program receive a state aid payment for each eligible student on behalf of the student’s parent or guardian. The Bureau also administers the Special Needs Scholarship Program, which allows a student with a disability, who meets certain eligibility requirements, to receive a state-funded scholarship to attend a participating private school.
Charter Schools: Ensures charter school state and federal compliance and provides resources for charter school improvement. The Bureau assists with charter schools' opening, expansion, and closing and provides technical assistance to school boards, governance boards, school leaders, and families. The Bureau also administers the state’s federal Charter Schools Program State Entities grant and calculates payments for independent charter schools.
Private Schools: Provides technical assistance to private schools, school districts, and families related to private schools.
Home-Based Education (Homeschooling): Provides information to families choosing to educate their student(s) at home in accordance with Wisconsin law and maintains the online PI-1206 Homeschool Enrollment Report (HOMER).
Open Enrollment Program: Oversees Wisconsin’s Public School Open Enrollment program, which allows families to apply for their children to attend public school in a school district other than the one in which they reside.
Information and Support: Provides families, schools, authorizers, and districts with clear, accurate guidance on navigating available educational options, filing required documentation and reports, and understanding rights and responsibilities under each program. The Bureau also develops and maintains technology systems that facilitate educational option participation, reporting, and analysis. As applicable, the Bureau also calculates payment/funding amounts for different program areas.

- Bureau of School Nutrition
The Bureau of School Nutrition is responsible for administering federal and state nutrition programs that provide students with access to nutritious meals and snacks and support the health and academic success of students across the state. The Bureau works in partnership with public and private schools, community organizations, and school nutrition professionals to promote equity in access to meals, maintain best practices in school nutrition, and integrate nutrition education into the broader educational environment.
Key responsibilities include:
Program Administration: Oversees the implementation of federal and state school nutrition programs.
Program Compliance and Monitoring: Ensures that program sponsors follow federal and state regulations, conduct regular audits and reviews, and provides technical assistance.
Training and Technical Support: Delivers professional development, guidance materials, and direct support to schools to improve program quality and compliance.
Nutrition Education and Wellness: Promotes nutrition education initiatives and supports the development of local wellness policies that create healthy school environments.
Data Collection and Reporting: Maintains accurate records and submits required reports to the USDA and state leadership to track program impact and effectiveness.
Information Technology and Support: Develops and maintains technology systems that facilitate program participation and reporting.
- Bureau of Community Nutrition
The Bureau of Community Nutrition is responsible for administering Federal Child Nutrition Programs that serve children and adults in community and school settings. Through partnerships with childcare centers, family day care homes, afterschool programs, adult care centers, private non-profits, camps, and schools. The Bureau works to improve access to nutritious meals and snacks and promote lifelong healthy eating habits.
Key responsibilities include:Program Administration: Oversees the implementation of Federal Community Nutrition Programs for eligible participants in childcare centers, family day care homes, emergency shelters, afterschool programs, adult day care centers, private non-profits, camps, and schools.
Program Compliance and Monitoring: Ensures that program sponsors follow federal and state regulations, conduct regular audits and reviews, and provide technical assistance.
Training and Technical Support: Delivers professional development, guidance materials, and direct technical assistance to program sponsors to support program compliance with state and federal regulations.
Community Engagement and Improvement: Promotes program access and increase participation across the state to counter food insecurity and provide access to improved nutrition and wellness.
Data Collection and Reporting: Maintains accurate records, submits required reports to the USDA, and state leadership to track program impact and effectiveness.
Information Technology and Support: Develops and maintains technology systems that facilitate program participation, monitoring, and reporting.
