Participation and methodology

The 2026–27 Digital Learning Survey was required by state statute because it included a mechanism for districts to submit their required wireless communication device policy to the Wisconsin Department of Public Instruction. The 2025–26 survey was voluntary. Differences between years should therefore be interpreted in the context of the different participation requirements.

These results reflect the responses submitted in the cleaned 2026–27 dataset and should not be interpreted as estimates of non-public districts that may not have responded.
