Preliminary public hearing and comment period on a statement of scope related to educator licensing for military spouses. The scope statement will guide development of emergency and proposed permanent rules that will revise PI 34, which governs educator licensing, to allow the department to grant a license to a military spouse based solely on the individual’s license in another state and upon military orders.
Pursuant to Wis. Stat. s.227.135 (1), a statement of scope is prepared in advance of any rule that an agency plans to promulgate, and shall include a description of the objective the rule, a description of existing policies relevant to the rule and an analysis of policy alternatives, the statutory authority for the rule, estimates of the amount of time that is expected to develop the rule, a description of entities affected by the rule, and a summary of any federal regulation that is intended to address the activities to be regulated by the rule. Pursuant to Wis Stat. s.227.136 (7), a preliminary public hearing and comment period on a statement of scope does not relieve the agency of its obligation to hold an agency hearing on proposed rules under Wis. Stat. s.227.16, after proposed rules are available for review.
