New Record-Keeping Options Starting in 2025-26
Beginning in the 2025-26 school year, state model school districts and independent charter schools have new options and resources for educator effectiveness (EE) system record-keeping support.

DPI no longer contracts with or provides the
Frontline Education platform
If a district or independent charter did not contract directly with Frontline for continued services, local administrations and educators should have downloaded files for local or personal record-keeping prior to losing access to the platform at the end of the school year. If files are needed, contact Frontline Education directly with a request for data. Review the EE System Required Documentation Elements below for details on records required to be maintained locally.

EE System Required Documentation Elements
School districts and independent charter schools must maintain EE process records that demonstrate compliance with EE System requirements. The use of free DPI-developed forms will ensure and maintain compliance with all required element documentation for state model school districts and independent charter schools.

Record-Keeping Options
State model school districts and independent charter schools can:
- download freely available forms in Google and Microsoft formats developed by the Department of Public Instruction (DPI). The free DPI files contain and support all required documentation elements for system compliance, as well as best practices for professional growth conversations. Note: The Google files may be utilized and managed through Google Classroom.
- contract directly with Frontline Education or another platform vendor. Vendors must:
- be authorized by the Danielson Group to use the 2022 Danielson Framework for Teaching© if the products are used for teacher evaluation
- have a valid memorandum of agreement with DPI to use the DPI copyrighted rubrics in their products for compliance with the terms of DPI's copyright of these rubrics:
- WI Framework for Principal Leadership© if the products are used for principal evaluation.
- WI Student/School Learning Objectives (SLO) Rubric© in their products
Vendors interested in using the WI copyrighted rubrics must contact DPI for permission

EE grant funds to support local EE implementation
Starting in the 2025-26 school year, DPI will no longer charge state model districts and independent charters for the platform contract costs as part of the annual educator effectiveness grant process. Instead, DPI will pass on these savings through the grant.
