Title I, Part A of the Elementary and Secondary Education Act of 1965 (ESEA), as amended, requires states to develop a plan “to ensure that poor and minority children are not taught at higher rates than other children by inexperienced, unqualified, or out-of-field teachers, and the measures that the agency will use to evaluate and publicly report the progress of the Wisconsin with respect to these steps” (ESEA section 1111(b)(8)(C)).  The DPI, in putting this plan together, solicited public input.   Below is the final plan which was submitted June 1, 2015.
