Statutory Stipulations Removal

There are two submission processes for the removal of statutory stipulations from a license:

  1. Complete and submit the Request Statutory Stipulation Removal application ($45 application fee)
  2. Submit any license application in ELO. Stipulation removal is included in the respective license application fee.

The information below outlines the process for the Request Statutory Stipulation Removal application.


The Request Statutory Stipulation Removal application can only be used to remove statutory stipulations from any existing license. It cannot be used to submit documentation for any other purpose, including but not limited to required testing (e.g. FORT), transcripts/degree information, or other documentation pertaining to license eligibility or reciprocity.

Eligibility Requirements

Individuals who are eligible to use the Request Statutory Stipulation Removal application to remove statutory stipulations from their license(s) hold both:

  • any WI license with statutory stipulations that have been identified and communicated by DPI through email or letter
  • a certificate of completion or other acceptable documentation attesting to the successful completion of applicable statutory requirements for one or more specific statutory stipulations. If stipulation satisfaction was completed at a college or university, a letter from an official at the college or university is required.

1. Determine if you must submit fingerprints

Use the fingerprint decision tree to determine if this step is needed. If you have determined that you need fingerprints, submit them electronically via our vendor Fieldprint by following the Electronic Fingerprint Submission directions.

2. Gather Documents

  • Preview the ELO Conduct & Competency Questions to see if you will need to provide documentation of any alleged misconduct.
  • Scan all documentation into files (.pdf, .doc/docx, .jpg/jpeg, or .txt) that are 2MB or less in size
    • a copy of at least one of the following:

- letter on official letterhead from college or university official

- certificate of completion of approved coursework or professional development

3. Log in to Educator Licensing Online (ELO)

  • Within ELO, make sure you have answered the three onboarding questions.
  • Go to ELO's Quick Start Menu/Apply for a License. Select the following choices from the drop-down menu in the application:

  • "99-Entity Self Service"
  • "Entity Self Service Activities [SS99]"
  • "Entity Self Service Activity: Request Statutory Stipulation(s) Removal [9059]"
  • Click the “GO!” button.
  • Complete each page of the application as instructed. Review your Application Summary and edit information if necessary OR click the “SUBMIT” button to submit your application.

4. Receive Email Confirmation

 

5. Complete Application on ELO

  • Click the GO! button next to “Submit C&C and Payment to Complete Application.”
  • Review your fees.
  • Complete the Conduct and Competency Questionnaire (14 questions).
  • Pay with a credit card or pre-paid card.
