MADISON — The Wisconsin Department of Public Instruction will conduct two hearings in February to accept public testimony on emergency and proposed permanent rules related to the implementation and administration of the Racine Parental Choice Program (RPCP) and the Wisconsin Parental Choice Program (WPCP).
The Feb. 11 hearing will be held from 4:30 to 6 p.m. at Trinity Lutheran Church and School Gymnasium, 2065 Geneva Street, Racine. The Feb. 18 hearing will be held from 4 to 5:30 p.m. at the DPI’s headquarters, GEF 3, Room 349, 125 South Webster Street, Madison. For those who cannot attend one of the hearings, written comments sent to the department will be given the same consideration as public testimony.
The emergency and proposed permanent rules create Chapter PI 48, which will align DPI’s administrative code with Wisconsin statutes governing the Racine and statewide choice programs (Wis. Stat. 118.60). The 2015‑17 state budget bill (2015 Wisconsin Act 55) modified statutes related to the RPCP and WPCP. This new chapter of administrative code will include provisions for implementing and administering these program requirements.
The hearing sites are fully accessible to people with disabilities. Those who cannot attend one of the public hearings may provide written comments. Send comments on the proposed rules via U.S. mail or e‑mail to the addresses below no later than March 3.
A copy of the emergency and proposed permanent rules as well as the fiscal estimate are available at https://dpi.wi.gov/policy-budget/administrative-rules. Copies of these materials can be requested and written comments submitted by sending an e-mail to Carl.Bryan@dpi.wi.gov or by writing to Carl Bryan, budget and policy analyst and administrative rules coordinator, DPI, 125 South Webster Street, P.O.
