Department will hold hearing on emergency rule on changes to Foundations of Reading Test requirements

MADISON — The Wisconsin Department of Public Instruction will hold an administrative rules hearing to accept public testimony on an emergency rule related to changes to ch. PI 34 as a result of 2019 Wisconsin Act 44.
 
The emergency rule makes changes to PI 34 to conform the rule to changes in Act 44, including rules around what constitutes satisfactory completion of a course of study a special education teacher may complete as an alternative to the Foundations of Reading Test. The objective of the emergency rule is to implement provisions while a related permanent rule completes the promulgation process, as necessitated by the COVID-19 pandemic.
 
Pursuant to Wis. Stat. 227.24 (4), the department must hold a public hearing within 45 days after an emergency rule has been promulgated. This hearing will be held via teleconference only. Written comments received no later than the date of the hearing will be given the same consideration as testimony presented at the hearing.
 
A copy of the scope statement is available on the department's Administrative Rules webpage or on the Wisconsin Legislature Rules site.
