Payment Reconciliation Workbook Posted

The June & July 2021 payment reconciliation workbook has been posted to our Aid Payment Adjustments page. This Excel workbook includes debit and credit entries for school districts’ year end payments of state aid, as well as withholdings for Open Enrollment students in and out and for eligible district residents’ choice program vouchers. All associated revenues and expenditures must be recorded in full rather than being netted against each other.

Final Open Enrollment Amounts

The Parental Education Options Team has finalized the Open Enrollment transfer amounts for 2020-21:

  • $8,125 for pupils without disabilities
  • $12,977 for pupils with disabilities

June payment adjustments reflect final transfers using these amounts.

Final 2020-21 Revenue Limits

DPI is required by law to calculate each district’s final compliance with its Revenue Limit. Calculations and the prepopulated final Revenue Limit worksheet were completed with data as of May 28, 2021, incorporating any corrections to the September 2020 membership count identified in audits and district corrections. A district’s membership corrections may result in an inadvertent over- or under-levy.

The updated prepopulated Revenue Limit worksheet is posted on our Final Revenue Limit Worksheets page. Over-levy penalties, if any, are noted in the “Results” box on page 2 and reduce those districts’ June 2021 Equalization Aid payments. Revenue Limit penalties must be recorded as 2020-21 Fund 10 expenditures with object 972 and function 492000.

Final 2020-21 General School Aids

Final eligibility for 2020-21 General School Aids (Equalization Aid, Special Adjustment Aid, and Integration Transfer or “Chapter 220” Aids) has been calculated using audited 2019-20 financial and membership data. A district’s final eligibility may differ from its October 15, 2020 certified value, which was based on its auditor’s PI-1506-AC report and used for 2020-21 aid payments and Revenue Limits.

Any adjustments between this year’s October 15 certification and final aid eligibility will be applied to September 20, 2021 (3rd Monday) Equalization Aid payments and incorporated into the October 15, 2021 certification of 2021-22 General School Aids. Those adjustments will be incorporated into 2021-22 revenues.

CCDEB Aid for 2020-21

Aid eligibility for County Children with Disabilities Education Boards (CCDEBs) has been determined using audited 2019-20 CCDEB Annual Report data and final 2020-21 Equalization Aid factors. The aid worksheet is posted to our CCDEB page.

Early College Credit Program

Claims for the Early College Credit Program (ECCP) are open to districts through July 15. Because there are limited funds available for reimbursement, it is not possible for a district to estimate the associated revenue, so recipients will not be able to book a 2019-20 receivable at year end. The WUFAR coding for ECCP revenue is source 619, and we have assigned project code 445 for ECCP-related expenses.
