Parents who have missed the regular application deadline for applying for the 2017-18 school year may submit alternative applications on or after July 1, 2018. The 2018-19 alternative application will be available on the open enrollment website by June 29th. You should not accept any alternative applications for the 2018-19 school year prior to July 1. If you have already accepted any of these applications, please do not enter them into OPAL until after July 1. If you enter them now, they will be entered for the 2017-18 school year. They must meet one of the seven criteria in order to apply. In some cases, the parent only has 30 days to submit an application (moved into the state, change in custody, military orders). If a parent is applying for the 2018-19 school year, but July 1 is more than 30 days away, accept the application and approve or deny within 20 days. However, you should wait until July 1 to enter the application into OPAL. If you approve an alternative application, the pupil may begin attending immediately. If the pupil has not attended by the 15th day after approval, the nonresident district may notify the parent that the pupil may not attend. You may extend the 15 days, if you wish. Therefore, if you approve the alternative application during the summer, you may extend the 15 days to the beginning of the school year. Remember: Alternative applications are only to the application period, not to the district’s approval/denial criteria. A nonresident district may not approve an alternative application submitted before the 3rd Friday in September if the district did not approve all applications for the student’s grade for applications that were submitted during the regular application period for the same school year. [Wis. Admin. Code § PI 36.04(7)]. For example, if a nonresident school board limited the number of first grade regular education spaces available for the 2018-19 school year, the nonresident district cannot approve any first grade alternative applications for the 2018-19 school year that are submitted before the 3rd Friday in September.
