The membership report is due on Friday, January 24. The 2nd Friday in January tab in OPAL allows nonresident school districts to notify resident districts of those students who are attending the nonresident school district under open enrollment on the 2nd Friday in January. School districts are required to submit their membership reports to the state aids team on or before January 24. Therefore, nonresident districts must make 2nd Friday entries into OPAL on or before January 17, in order to allow resident districts to submit their membership reports on time. Resident districts are waiting for this information. Nonresident districts are requested to make these entries as soon as possible after the 2nd Friday in January. A student should be reported as OE on the 2nd Friday in January list if the student has been continuously OE in the nonresident school district since the 3rd Friday in September and is in attendance as an OE student on the 2nd Friday in January. If the student is not in attendance on the 2nd Friday in January, the student is reported as open enrolled if the student has been continuously open enrolled since the 3rd Friday in September and if the student attends the nonresident district under OE at least one day after the 2nd Friday in January. IMPORTANT: The 2nd Friday list in OPAL is provided as a convenience to facilitate communication between school districts for the 2nd Friday Count. The 2nd Friday count is not used in any way to calculate OE payments. Thus, it is essential that the student be correctly reported on the 3rd Friday in September and that students who withdraw are reported on the Withdraw Student tab. The 2nd Friday tab contains the names of students who are on the All Students list and were entered as OE on the 3rd Friday in September and are still OE and not withdrawn. Only students who were reported as OE on the 3rd Friday in September and are still OE should be reported as OE on the 2nd Friday in January. Once the nonresident district has made its entries, the resident district should go into the list and Agree or Disagree. If you agree with the nonresident district, click on Agree with Nonresident. If you agree with all the Nonresident District Entries, click on Agree with All. If you disagree with the nonresident district, the preferred action is to call the nonresident district to resolve the issue. The less-preferred option is to click on Disagree with Nonresident (in which case, the districts need to resolve the issue anyway). It may take large nonresident districts some time to verify students’ open enrollment. Smaller districts are asked to be patient with larger districts. It is better to enter correct information in the first place, than to enter incorrect information and then have to change it. FOR ALTERNATIVE APPLICATION PUPILS Alternative application pupils who enrolled after the 3rd Friday Count date will never appear on your 2nd Friday in January list. This list only includes pupils who were indicated as “open enrolled” on the 3rd Friday in September. In order to indicate their attendance for alternative application pupils who enrolled after the 3rd Friday Count, the nonresident district needs to go to the Actively Open Enrolled tab, click on the Alternative Apps Only filter, click on the student’s name, click on the Change Enrollment tab, then click on Edit. Click on Yes or No for the OE on the 2nd Friday in January. If yes, enter the FTE. SAVE. This will send an update request to the resident district. Resident District: From the Mailbox page, the resident district needs to click on New Data Change Requests (the number of requests will be a red number inside a yellow circle). Click on the pupil’s name – there will be a yellow bar with red letters stating [Other District] is waiting for you to act on: Underneath that yellow bar, click on the items listed (2nd Friday changes will show changes for the Change Enrollment tab). Proposed changes will be highlighted in yellow. If you agree, click on Accept for each item or Accept All. If you disagree, the preferred action is to call the nonresident district to resolve the issue. The less- preferred option is to click on Reject (in which case, the districts need to resolve the issue anyway). After the information has been approved, you can view the alternative application pupils information including their 2nd Friday data, from the All Students tab by clicking on the Exceptions Only filter. Additional Year Tuition Waivers: Since additional year tuition waivers are not in OPAL, nonresident districts must report the names of AYTW students to resident districts manually. We will be sending out AYTW lists to districts in February, so if you have any changes to your AYTW pupils, please let us know.
