Bureau of Human Resources


The Bureau of Human Resources provides comprehensive human resources services to support the mission of the agency to advance equitable, transformative, and sustainable educational experiences that develop learners, schools, libraries, and communities in Wisconsin. This Bureau plays a vital role in recruiting, developing, and retaining a diverse, skilled, and engaged workforce dedicated to advancing education across Wisconsin.

Key responsibilities include:

  • Recruitment and Staffing: Manages fair and inclusive hiring processes, from identifying staffing needs to candidate selection. Supports onboarding and ensures accurate data entry in PeopleSoft (STAR) and maintenance of personnel records in compliance with confidentiality policies.
  • Employment Relations and Support: Advises leadership on workplace concerns, offering guidance ranging from informal coaching to formal disciplinary actions.
  • Performance Management: Advises leaders on setting clear expectations, providing feedback, conducting evaluations, and cultivating employee growth and accountability.
  • Classification and Compensation: Evaluates job classifications, processes reclassification requests, sets pay, and manages compensation programs (e.g., DMC, DERA) in alignment with state laws and policies.
  • Training and Development: Develops and facilitates professional learning based on the identified learning needs of employees. Manages the department’s Learning Management System (LMS).
  • Payroll and Benefits: Oversees payroll and benefit administration, new hire orientations, terminations, and retirements. Ensures compliance with labor laws and provides employee guidance on benefits and wellness programs.
  • Policy Compliance: Maintains alignment of agency policies with state laws, administrative rules, Wisconsin Human Resources Handbook (WHRH) chapters, and internal practices. Provides guidance on policy interpretation, supports consistent application across the agency, and helps address and resolve non-compliance when needed.
  • FMLA and Accommodation Administration: Manages Family and Medical Leave Act (FMLA) and employee accommodations under the Americans with Disabilities Act (ADA) ensuring legal compliance and supporting a diverse, inclusive workforce.
  • Equity and Inclusion Support: Implements the Equity and Inclusion Plan, manages respectful workplace concerns, and promotes DEI, wellness, and employee support programs.
  • ASL Interpreting: Primarily provides ASL interpretation for HR-related needs, while also supporting agency-wide interpretation to ensure accessible and inclusive communication.
