ELO Application Directions for Indian Language License

Updates on the Professional and Master Educator License conversion to Lifetime Licenses; the Background Check application

Important Notice

We continue to work with our vendor on the conversions from “Professional Educator” to “Lifetime Educator.” Please note that educators who hold a valid “Professional" or "Master" Educator License with NO statutory stipulations are already considered to have a “Lifetime License,” even though that status is not currently reflected on our website. At this time there is NO ACTION REQUIRED by educators. Once the conversion is completed we will inform license holders and other stakeholders of the update to our system.

Additionally, Act 59 requires DPI to run a background check every five years on every educator who holds a lifetime license. At this point in time, the Lifetime License background check process has not been finalized because we need to get the Lifetime licenses issued. Once the new process is in place, we will notify those educators who need to have a DPI background check this year and provide instructions.
 

Directions for applying for an Indian Language License:

  • Create a WAMS (Wisconsin Access Management System) ID if you do not already have one.
    • It is recommended that applicants use a personal email address when creating an ELO account. This email address must be available and accessible by the applicants as it will be the primary communication method from the licensing system.

  • If you have ever held a license from DPI, successfully "onboard" into the ELO system - Onboarding Instructions
  • Preview the Conduct and Competency questions you will be answering in ELO at:https://dpi.wi.gov/tepdl/licensing/background

  • Scan all required documents as PDF files so you can upload them during the ELO application process.  Each file must be less than 2MB.
    1. Letter of recommendation from employing district or school administrator
    2. Letter from tribal council designee or local American Indian parent advisory committee designee documenting competence to teach Indian language
       
  • Have your credit card ready.  If you do not have a credit card, purchase a pre-paid credit card at a convenience store.
  • Log into the ELO system - http://elo.wieducatorlicensing.org to apply. Find the section toward the bottom of the window for starting a new license application.  Here are the choices you should make, then click Select and follow the directions.
