
2023 Wisconsin Act 20 includes two annual reporting requirements.
Act 20 Report
Information for schools and districts about what to submit annually is available at Reporting Requirements.
This report contains information about the number of students below the 25th percentile on the required early literacy screening and information about how these students responded to instruction. Wis. Stat. § 118.016(7) requires a school board to report for each school and the school district and the operator of an independent charter school to report for the independent charter school. Wis. Stat. §118.016(8)(b) requires the DPI to compile submissions from districts and independent charter schools into a single statewide report. The Act 20 Report must be submitted to the legislature annually by November 30. The report submitted each November 30 is for the previous school year (e.g., the November 2025 report is for the 2024 - 2025 school year).

ACT 20 Report Guidance Documents
These guidance documents are designed to help different audiences (Parent/Caregiver, Teachers & Administrators, School Board Members, Community Members and Media ) understand each of the eight data points in the report, ensuring readers can clearly understand what each measure means and why it matters. Each document also includes:
- A brief, audience-focused interpretation of the data.
- Prompts to support deeper inquiry, including what additional data may be needed.
- Practical next steps or actions informed by the findings
Early Literacy Coaching Report
This report contains information about the Early Literacy Coaching program established by Wis. Stat. §115.39. The Early Literacy Coaching Report includes data about the number of coaches working in schools participating in the Early Literacy Coaching Program, standardized test data for participating schools, and a description of science-based early literacy training provided to coaches. The 2024 and 2025 reports also included information about the number of 5K - 3rd grade teachers and administrators who completed professional development training required by 2023 Wisconsin Act 20, section 27(2). The Early Literacy Coaching Report is submitted to the legislature annually by October 15. The report submitted each October 15 is for the previous school year (e.g., the October 2025 report is for the 2024 - 2025 school year).
