June 2018 PLSR Highlights

The Public Library System Redesign project (PLSR) is a community-based project to consider how to best provide public library system services in Wisconsin. Building on the work of many, its goal is to develop a plan for implementation of new models of service. The process, led by a DPI-appointed Steering Committee and coordinated by WiLS, includes a various workgroups considering new models for services. The outcome of the process will be recommendations for new models of service and how to implement these new models.

Feedback
Feedback is most welcome regarding the two proposed models (more info below). After reviewing the Models you may provide feedback to Steering/CRC through an online survey. Please note that a small team is working to format the content of the two models in a consistent manner and fill in gaps. This work won’t change the basic model concepts but will make it easier to compare. This should occur later in the comment period so you may wish to delay responding. Steering Committee

  • The second meeting of PLSR Steering and Core Recommendation Collaborators (CRC) was held on Friday, June 8th in Stevens Point to further discuss Models X, Y and Z, which were presented at the first meeting of PLSR Steering and Core Recommendation Collaborators (CRC). An additional model, Model W/Forward Wisconsin was also shared at this meeting. Further discussion revealed that Models W/Forward Wisconsin and Y were the two preferred models of choice, for which further discussion and development would be considered. Model W/Forward Wisconsin is primarily based on existing structure with an additional $2 million provided to library systems, and an incentive for library systems serving less than 15 libraries to join with another system. Model Y is a regional model which relies heavily on the Delivery and Technology Workgroup recommendations, with regional administration and oversight at the state level (i.e., State Librarian).   • In order to have an informed discussion about the two models being proposed, a small team comprised of two Steering members (Bridget Christenson and Steve Ohs); two CRC members (Joe Davies and Tracy Vreeke) and Ben Miller (DPI assistance) have been asked by the Facilitators to develop a more uniform construction of the two models. This allows everyone the chance to see the similarities and differences between the two models. Improvement suggestions that emerged from the May 18th and June 8th meetings of Steering/CRC would be incorporated into the models as well. The hope is that this work will be completed in time for discussion during the PLSR Steering meeting on July 17th, and then made available prior to the library community for discussion during the Model Development Summit on July 30th and 31st.
  • A Preliminary Framework Release Toolkit is also available for you to view. This toolkit includes a Powerpoint, audio recording and talking points so you can follow along and have a better understanding of the proposed models.
  • Following the Model Development Summit there will again be a period for additional feedback. The time period for that will be announced following the summit.
