Foundations of Targeted Violence Prevention Module
Description
Targeted acts of school violence are preventable. This self-paced eLearning module educates the public on threatening or potentially concerning behaviors and where to report them, providing an opportunity for intervention.
The course was developed through partnership with The Department of Homeland Security, Office of Intelligence and Analysis, National Threat Evaluation and Reporting Office; Wisconsin Department of Justice, Office of School Safety; and the Wisconsin Department of Public Instruction.

What to Expect
This course is intended to empower the community to recognize threats or warning behaviors that may concern others, raise awareness about targeted violence prevention, and build local capacity to identify the warning signs associated with potential acts of targeted violence. The module takes approximately one hour to complete.

About the Presenter
Trish Kilpin was appointed as Director of the Wisconsin Department of Justice Office of School Safety in February of 2022. Prior to serving in this position, she was a school social worker for over 30 years. Trish earned her Bachelor of Arts in Psychology and Master of Science in Social Work from University of Wisconsin-Madison. She was named the Wisconsin School Social Worker’s Association’s School Social Worker of the Year in 1997, and Wisconsin Teacher of the Year in 2021. She is a certified National Association of School Psychologist (NASP) PREPaRE 1 and 2 Trainer, a Sources of Strength Trainer, a National Threat Evaluation and Reporting Office (NTER) Master Trainer and an Association for Threat Assessment Professionals Certified Threat Manager.
The Office of School Safety (OSS) is focused on optimizing school safety and preventing violence in all Wisconsin schools. OSS provides school safety best practices, programs, and guidance to schools so that all children can learn in safe environments. OSS’ nationally respected practices include our reporting tipline, Speak Up, Speak Out Wisconsin; Behavioral Threat Assessment and Management process, support, training, and consultation; Critical Incident Response support for any school impacted by a crisis event; and school safety best practice guidance. These OSS initiatives prioritize prevention, early intervention, and recovery strategies.
The Behavioral Threat Assessment and Management (BTAM) process is designed to identify, assess, manage, and monitor threats to schools and students. The threat management process identifies students exhibiting threatening or other concerning behavior, gathers information to assess the risk of harm to themselves or others, and determines appropriate interventions to prevent violence and promote successful outcomes. The goal of the threat management process is to intervene at the earliest stage, provide assistance to students, and prevent violence. OSS provides BTAM training, support, consultation, tools and resources to schools and law enforcement.
