ESEA and IDEA Announcements

Monday, June 1, 2020

Dear District Administrator,

Please see the information below regarding the Elementary and Secondary Education Act (ESEA) and the Individuals with Disabilities Education Act (IDEA).

ESEA and IDEA Assurances due in WISEgrants July 1st

Certifications and assurances for the 2020-21 fiscal year are now available in the WISEgrants secure site. Certifications and assurances must be digitally signed by an agency authorizer in WISEgrants by July 1, 2020, in order for the agency to begin authorizing funds for the 2020-21 school year. The obligation period start date for an agency will be either July 1, 2020, or the date the assurances are digitally signed.

Please see the Certifications and Assurances for Federal Grants document for instructions on how to complete assurances in WISEgrants.

IDEA Flow-Through and Preschool Grant Applications Available in WISEgrants

Local educational agencies (LEAs) may now begin filling out their 2020-21 applications and budgets in the WISEgrants secure site for IDEA Flow-Through and IDEA Preschool grants. The deadline to submit applications is August 30, 2020. LEAs can direct any questions regarding their allocations or applications to their assigned IDEA consultant (as displayed on the Grant Contacts screen in the Flow-Through or Preschool application).

Preliminary 2020-21 ESEA Allocations Available

Preliminary ESEA allocations for the 2020-21 school year are now posted on the ESEA webpage. Please review your allocations and contact the Department of Public Instruction (DPI) with any questions or concerns. DPI will announce final allocations when the United States Department of Education (ED) provides them to states.

Title I-A, Title II-A, and Title IV-A Grant Applications Open in WISEgrants

LEAs may now begin filling out their 2020-21 applications and budgets in WISEgrants for the above grants. The deadline to submit applications is August 31, 2020. LEAs can direct any questions regarding their allocations or applications to the following:

Title I, Part A: The LEA’s Title I Consultant
Title II, Part A: Abdallah Bendada
Title IV, Part A: Emily Holder

If applicable, LEA’s must submit the Private School Affirmation of Consultation Form (PI-1580 AC) prior to accessing their grant applications. Instructions on how to submit the Private School Affirmation Form in WISEgrants are available.

The 2020-21 Title III-A and Title V applications are not yet open in WISEgrants. DPI anticipates that these applications will be available in July and will determine a due date for both these applications once they are available to LEAs.

19-20 ESEA End-of-Year Report Workbook now available

The DPI has developed the 2019-20 ESEA End-of-Year Report Workbook to assist LEAs in preparing the requisite data needed to complete the 2019-20 End-of-Year Report. The Workbook mirrors the data requirements LEAs will see when the End-of-Year Report is opened in WISEgrants. Since the DPI does not expect to open the End-of-Year Report in WISEgrants until the end of June, LEAs can use the Workbook to begin their preparation ahead of time.

Use of the Workbook is optional, and LEAs may use it to as little or great an extent as deemed beneficial. LEAs should note that the Workbook is a supplemental resource. Completion of the Workbook does not exempt an LEA from submitting the End-of-Year Report in WISEgrants. Please do not send the workbook to DPI.

More information about the ESEA End-of-Year Report is available on this webpage.
