Event Description

Pursuant to s. 227.24 (4), Stats., this hearing is to accept public testimony on an emergency rule related to emergency changes to PI 34 as a result of 2019 Wisconsin Act 44.

This emergency rule seeks to implement provisions under Clearinghouse Rule 20-005, effective date pending at this time. The emergency rule makes changes to ch. PI 34 to conform the rule to changes in statute as a result of 2019 Wisconsin Act 44, including rules around what constitutes satisfactory completion of a course of study that a special education teacher may complete as an alternative to the Foundations of Reading Test (FORT), as necessitated by the coronavirus disease (“COVID-19”) emergency.

The Department will hold the public hearing by teleconference only. Written comments received no later than the date of the hearing will be given the same consideration as testimony presented at the hearing.

A copy of the scope statement is available on the department's Administrative Rules webpage or the Wisconsin Legislature Rules site. Testimony may be submitted in lieu of testimony by June 25 online or sent to the department's administrative rules coordinator by e-mail or U.S. mail.
