Important ESEA Announcements

Monday, April 29, 2019

Dear District Administrators,

Please see the following ESEA updates:

Preliminary Allocations for Title I-A now available

The preliminary allocations for Title I, Parts A and D are now available on the DPI website. The State as a whole received a reduction in Title I, Part A funds for the 2019-20 school year. I encourage you to review your allocations and contact your Title I Consultant with any questions or concerns. DPI will announce final allocations when the United States Department of Education (ED) provides them.

DPI will notify LEAs of their allocations for Titles II, III, IV, and V as they become available from ED. DPI plans to open 2019-20 ESEA grant applications and the 2018-19 End-of-Year Report in WISEgrants in June. Once applications are open, districts can begin to budget for the 2019-20 school year.

Certifications, Assurances, and Private School Affirmation Forms

Certifications and assurances for the 2019-20 fiscal year are now available in WISEgrants. Certifications and assurances must be digitally signed by an agency authorizer in WISEgrants by July 1, 2019, in order for the agency to begin authorizing funds for the 2019-20 school year. The obligation period start date for an agency will be either July 1, 2019, or the date the assurances are digitally signed.

Private School Affirmation Forms for the 2019-20 school year are also available in WISEgrants. LEAs must upload and DPI must approve Private School Affirmation Forms in order for LEAs to complete their ESEA grant applications. LEAs may upload Private School Affirmation Forms now. Technical assistance on uploading Affirmation Forms in WISEgrants can be found here.

Continuous Improvement Performance Reporting (CIPR) open in WISEgrants

Districts can now view their federal ESSA identifications in WISEgrants.

Districts with schools identified under ESSA for Targeted Support & Improvement (TSI), Additional Targeted Support & Improvement (ATSI) and/or Comprehensive Support & Improvement (CSI) will have up to four additional LEA plan questions to answer. The questions are now available in WISEgrants and the LEA Plan Roadmap includes updated review criteria for districts working responses to the LEA Plan questions. Responses to these questions are due October 31, 2019. See the DPI Continuous Improvement webpage for resources, including a Timeline for Recommended Actions for Improving Achievement and Closing Gaps and information about the Technical Assistance Network for Improvement.

Again, please do not hesitate to reach out to DPI if you have any questions or concerns.
