What is REAP?

The Rural Education Achievement Program (REAP) helps meet the unique needs of rural schools. This initiative consists of two programs: Title V-B, Subpart 1, Small, Rural School Achievement (SRSA) Program, and Title V-B, Subpart 2, Rural and Low-Income (RLIS) School Program. 

Per the U.S. Dept. of Education REAP website, "... these REAP initiatives are designed to help rural districts that may lack the personnel and resources to compete effectively for Federal competitive grants and that often receive grant allocations in amounts that are too small to be effective in meeting their intended purposes."

Eligibility for SRSA is based on an LEA being both small and rural.

Eligibility for RLIS is based on an LEA being both rural and low-income.

A Local Education Agency (LEA) may be eligible for both the Small, Rural School Achievement Program (SRSA) grant and the Rural and Low-Income Schools (RLIS) grant. LEAs are encouraged to pursue whichever initiative offers more funding, since it is not possible to be funded in both.

General Information:

REAP funds can supplement but not supplant any other federal, state, or local education funds.

LEAs that are awarded Small, Rural School Achievement Program (SRSA) funds must work directly with the U.S. Dept. of Education.

LEAs that are awarded Rural Low-Income School (RLIS) funds are required to submit a budget to the DPI showing how they intend to use those funds.

A local educational agency (LEA) can determine effective ways to target their REAP funds. LEAs may use SRSA funds to pay for activities that are allowable under Title I, Part A; Title II, Part A; Title III; Title IV, Part A; and Title IV, Part B of the ESEA. RLIS funds may be used for any allowable activities under Title I, Part A; Title II, Part A; Title III; and Title IV, Part A; as well as parental involvement activities.
