On March 5, 2007, the Department of Public Instruction received a complaint under state and federal special education law from XXXXX against the School District of Beloit. This is the departments decision regarding that complaint. The issue is whether the district, during February 2007, properly implemented the students individualized education program (IEP) regarding allowing the student to talk to a trusted adult and allowing the student to call home.
