Proclamation for Social Emotional Learning Day

WHEREAS: social emotional learning (SEL) is the process through which all young people and adults acquire and apply the knowledge, skills, and attitudes to develop healthy identities, manage emotions and achieve personal and collective goals, feel and show empathy for others, establish and maintain supportive relationships, and make responsible and caring decisions; and

WHEREAS: SEL competencies develop throughout our lives and are essential to success in our schools, workplaces, homes, communities, and allow individuals to contribute meaningfully to society; and

WHEREAS: students receiving comprehensive social and emotional learning instruction that addressed the five core competencies (self-awareness, self-management, social awareness, relationship skills, and responsible decision-making) increased academic performance by 11 percentile points, improved students’ ability to manage stress, improved attitudes about self, others, and school; and

WHEREAS: research suggests that evidence-based SEL programs are more effective when they include strategies for family and community engagement; and

WHEREAS: soft skills developed by social and emotional learning are exactly what 59 percent of hiring managers surveyed look for in new hires;

THEREFORE: I, Jill K. Underly, State Superintendent of Public Instruction, do hereby proclaim in the state of Wisconsin, Social Emotional Learning Day March 10, 2023.
